Abstract
Kebisingan pada area pertambangan batubara yang berlebih memiliki efek negatif yang berbeda mulai dari gangguan pada pendengaran hingga menimbulkan gangguan komunikasi saat bekerja, gangguan fisiologis dan psikologis terhadap pekerja. Kebisingan pada area powerhouse dipicu oleh generator dan conveyor saat proses produksi barging sebagai sumber kebisingan yang memiliki tingkat kebisingan yang tinggi. Sumber kebisingan dari generator dan conveyor dapat memberikan efek gangguan pendengaran bagi pekerjanya. Setelah dilakukan pengujian kebisingan pada area powerhouse, diketahui bahwa kebisingan pada area generator sangat tinggi melebihi Nilai Ambang Batas (NAB) yaitu sebesar 95 dB, dan nilai tersebut tidak sesuai dengan Kepmenaker No. per-51/ MEN/ 1999, ACGIH, 2008 dan SNI 16-7063-2004 bahwa intensitas Nilai Ambang Batas (NAB) adalah 85 dB untuk pekerja yang sedang bekerja selama 8 jam perhari atau 40 jam perminggu. Pada PT. Megaprima Persada, Standard Operating Procedure (SOP) pada area powerhouse belum mencakup khususnya kebisingan. Merujuk pada data histori peminjaman Alat Pelindung Diri (APD) bahwa tidak adanya peminjaman pada ear plug selama periode tahun 2019 sampai tahun 2022. Dari permasalahan tersebut, peneliti melakukan pendekatan dengan membandingkan tingkat kebisingan yang ada di lapangan terhadap banyaknya keluhan yang ada dan dampaknya kepada kesehatan para pekerja. Hasil data penyebaran kuesioner kepada para pekerja di area powerhouse, menunjukkan bahwa adanya keluhan terhadap pendengaran pekerja dan keluhan gangguan lainnya. Selanjutnya dilakukan identifikasi bahaya dan menentukan risk assessment menggunakan metode Hazard Identification and Risk Assessment (HIRA) dan didapatkan hasil bahwa setelah dilakukan kontrol, risiko sisa pada area powerhouse berada pada kategori low risk. Metode HIRA dilakukan sebagai solusi yang selanjutnya menjadi dasaran untuk memperbaiki implementasi Standard Operating Procedure (SOP) mengenai kebisingan yang sudah ada pada PT. Megaprima Persada dengan membuat form peminjaman Alat Pelindung Telinga (APT) dan lembar kendali lama waktu pada area powerhouse untuk melakukan monitor terhadap durasi pekerja di area powerhouse.

Excessive noise in coal mining areas has different adverse effects ranging from hearing loss to causing communication problems at work and physiological and psychological disturbances to employees. Generators and conveyors trigger noise in the powerhouse area during the barging production process as a source of noise that has a high level of noise. Noise sources from generators and conveyors can cause hearing loss for employees. After testing the noise in the powerhouse area, it is known that the noise in the generator set area is very high, exceeding the Threshold Limit Value (NAV) of 95 dB, which is not in accordance with the Decree of the Minister of Manpower No. per-51/ MEN/1999, ACGIH, 2008 and SNI 16-7063-2004 that the Threshold Value (NAV) intensity is 85 dB for employees working 8 hours per day or 40 hours per week. At PT. Megaprima Persada, the Standard Operating Procedure (SOP) in the powerhouse area, does not cover noise specifically. Referring to the historical data on borrowing Personal Protective Equipment (PPE), there has been no borrowing of ear plugs from 2019 to 2022. From these problems, the researchers took an approach by comparing the noise level in the field to the number of complaints and their impact on the employees' health. The results of distributing questionnaires to employees in the powerhouse area showed complaints about employee hearing and other disturbances. Furthermore, hazard identification and risk assessment were carried out using the Hazard Identification and Risk Assessment (HIRA) method. The results showed that after control was carried out, the residual risk in the powerhouse area was in the low-risk category. The HIRA method was carried out as a solution, which became the basis for improving the implementation of the Standard Operating Procedure (SOP) regarding noise that already existed at PT. Megaprima Persada by making a loan form for Ear Protective Equipment (APT) and a control sheet for the length of time in the powerhouse area to monitor the duration of employees in the powerhouse area.
