Abstract

Permintaan terhadap produk halal terus meningkat secara global. Namun, tingkat adopsi teknologi blockchain dalam sistem halal masih sangat rendah. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penghambat adopsi halal blockchain, menganalisis keterkaitan antar barriers, serta merumuskan skenario strategis untuk mempercepat implementasinya pada industri pangan halal di Indonesia. Penelitian menggunakan pendekatan sistem dinamis dan integrasi metode ISM, MICMAC, dan DEMATEL untuk menganalisis keterkaitan antar barriers berdasarkan kerangka TOE (Teknologi, Organisasi, Lingkungan). Metodologi yang digunakan mencakup Integrasi Interpretive Structural Modelling (ISM), MICMAC analysis, dan Decision-Making Trial and Evaluation Laboratory (DEMATEL) untuk memetakan hierarki dan hubungan sebab- akibat antar barriers. Selanjutnya, pendekatan System Dynamics digunakan untuk mensimulasikan dinamika adopsi dan mengevaluasi skenario kebijakan. Hasil penelitian menunjukkan bahwa barriers paling krusial adalah kompleksitas teknologi, tingginya biaya investasi, ketidakpastian regulasi, serta keterbatasan kapasitas sumber daya manusia. Simulasi skenario menegaskan bahwa intervensi komprehensif pada aspek teknologi, organisasi, dan lingkungan (TOE) menghasilkan tingkat adopsi tertinggi, yaitu mencapai 85% dalam periode dua tahun, sekaligus meningkatkan traceability, transparansi, dan ketahanan rantai pasok halal. Penelitian ini memberikan kontribusi teoretis melalui integrasi ISM–MICMAC–DEMATEL–System Dynamics dalam studi adopsi teknologi halal blockchain, serta kontribusi praktis berupa rekomendasi strategi kebijakan bagi regulator, pelaku industri, dan lembaga sertifikasi halal. Dengan mitigasi barriers utama, blockchain berpotensi besar mendukung system pangan halal yang lebih transparan, terpercaya, dan kompetitif secara global.

Global demand for halal products continues to increase. However, the adoption rate of blockchain technology in halal systems remains very low. This study aims to identify the barriers to halal blockchain adoption, analyze interrelationships among these barriers, and formulate strategic scenarios to accelerate implementation in Indonesia’s halal food industry. The research applies a system dynamics approach and integrates ISM, MICMAC, and DEMATEL methods to examine barrier interconnections based on the TOE framework (Technology, Organization, Environment). The methodology combines Interpretive Structural Modeling (ISM), MICMAC analysis, and Decision- Making Trial and Evaluation Laboratory (DEMATEL) to map the hierarchy and cause– effect relationships among barriers. Next, System Dynamics is used to simulate adoption dynamics and evaluate policy scenarios. The findings show that the most critical barriers are technological complexity, high investment costs, regulatory uncertainty, and limited human resource capacity. Scenario simulations confirm that comprehensive interventions across the TOE dimensions produce the highest adoption level, reaching 85% within two years, while also improving traceability, transparency, and resilience in the halal supply chain. This study contributes theoretically by integrating ISM–MICMAC–DEMATEL–System Dynamics in halal blockchain adoption research and contributes practically by providing policy strategy recommendations for regulators, industry actors, and halal certification bodies. By mitigating the key barriers, blockchain has strong potential to support a halal food system that is more transparent, reliable, and globally competitive.
