Abstract

Due to the significant role of the marine transportation sector in Indonesia, the Ministry of Transportation encourages every ship to take advantage of Vessel Traffic Services (VTS) to support the safety of the ship. In Indonesia, VTS already exists in 21 port locations. One of the VTS in Indonesia is Surabaya VTS, which has been developed since 2015. The implementation of the Surabaya VTS refers to the high traffic density in Surabaya West Access Channel (SWAC) waters that can interfere ship safety, one of which is ship collisions. This study will analyze and evaluate the effectiveness of Surabaya VTS installation in reducing the frequency of ship collisions in the SWAC. The aim of the study is to find out the frequencies of ship collisions in SWAC when Surabaya VTS was first implemented in 2015 and 7 years later. Calculations are carried out manually using standard software based on the theory in IALA Waterway Risk Assessment Programme (IWRAP), and validation using IWRAP Mk2 software is carried out to verify the calculation results. The data that will be processed is the ship traffic data collected from Surabaya VTS. Before calculating, the data of ships passing through the SWAC waters need to be grouped by type and length to support the calculations. To determine the frequency level of ship collisions, the frequency index as defined by IMO in Guidelines MSC-MEPC.2/Circ.12/Rev.2 is used. This research may support the understanding of how the Surabaya VTS installation contributes to the safety, efficiency, and sustainability of maritime traffic and also shall contribute to the provision of a more effective and efficient VTS operation. Thus, this research intends to contribute to the development of VTS operations in Indonesia.

Mengingat pentingnya peran sektor transportasi laut di Indonesia, Kementerian Perhubungan mendorong setiap kapal untuk memanfaatkan Vessel Traffic Services (VTS) guna menunjang keselamatan kapal. Di Indonesia, VTS sudah ada di 21 lokasi pelabuhan. Salah satu VTS yang ada di Indonesia adalah VTS Surabaya yang dikembangkan sejak tahun 2015. Penerapan VTS Surabaya mengacu pada tingginya kepadatan lalu lintas di perairan Alur Pelayaran Surabaya Barat (APBS) yang dapat mengganggu keselamatan kapal, salah satunya adalah tabrakan kapal. Penelitian ini akan menganalisis dan mengevaluasi efektivitas pemasangan VTS Surabaya dalam mengurangi frekuensi tabrakan kapal di APBS. Tujuan dari penelitian ini adalah untuk mengetahui frekuensi tabrakan kapal di APBS saat VTS Surabaya pertama kali diimplementasikan pada tahun 2015 dan 7 tahun kemudian. Perhitungan dilakukan secara manual menggunakan software standar berdasarkan teori pada IALA Waterway Risk Assessment Program (IWRAP), dan validasi menggunakan software IWRAP Mk2 dilakukan untuk verifikasi hasil perhitungan. Data yang akan diolah adalah data lalu lintas kapal yang dikumpulkan dari VTS Surabaya. Sebelum melakukan perhitungan, data kapal yang melewati perairan APBS perlu dikelompokkan berdasarkan jenis dan panjangnya untuk mendukung perhitungan. Untuk menentukan tingkat frekuensi tabrakan kapal, digunakan indeks frekuensi seperti yang didefinisikan oleh IMO dalam Pedoman MSC-MEPC.2/Circ.12/Rev.2. Penelitian ini dapat mendukung pemahaman tentang bagaimana instalasi VTS Surabaya berkontribusi pada keselamatan, efisiensi, dan keberlanjutan lalu lintas maritim dan juga akan berkontribusi pada penyediaan operasi VTS yang lebih efektif dan efisien. Oleh karena itu, penelitian ini diharapkan dapat memberikan kontribusi bagi perkembangan operasional VTS di Indonesia.
