Abstract

Ketersediaan air bersih di beberapa daerah merupakan salah satu masalah yang sering terjadi di Indonesia saat musim kemarau tiba. Salah satu daerah yang sering mengalami kelangkaan air bersih adalah Kepulauan Sapeken. Wilayah yang terletak di ujung timur Kabupaten Sumenep ini setiap tahunnya mengalami krisis air bersih yang diakibatkan oleh kekeringan saat musim kemarau, keterbatasan sumber air bersih dengan jarak yang relatif jauh dari pemukiman serta proses pendistribusian air bersih yang kurang optimal. Dari permasalahan tersebut, sehingga tugas akhir ini bertujuan untuk merancang model distribusi air bersih yang optimal di wilayah Kepulauan Sapeken. Terdapat 2 (dua) skenario yang digunakan untuk merencanakan pendistribusia air bersih di wilayah ini yakni: (i) pendistribusian menggunakan SPOB bangun dan (ii) pendistribusian menggunakan SPOB sewa. 3 (tiga) pola operasi yang direncanakan dalam pendistribusian air bersih di wilayah ini yakni: (i) pola operasi port to port, (ii) pola operasi multiport dan (iii) pola operasi hub and spoke. Metode optimasi digunakan untuk mengetahui model distribusi air bersih yang optimal dengan mendapatkan biaya total yang paling minimal. Sedangkan metode travelling salesman problem dipakai untuk menentukan rute terdekat dalam pola operasi multiport. Proses pendistribusian air bersih saat ini di Kepulauan Sapeken masih menggunakan perahu tandon dengan biaya total sebesar Rp. 139.655.046.579,77 per tahun. Hasil proyeksi menunjukan kebutuhan air bersih di Kepulauan Sapeken sebesar 1.019.516,40 m3 per tahun. Skenario terpilih pada penelitian ini yakni pendistribusian air bersih menggunakan SPOB Bangun dengan pola operasi port to port. Biaya total terpilih dari pendistribusian air bersih ini sebesar Rp. 80.097.795.228,63 per tahun.

The availability of clean water in several areas is one of the problems that often occurs in Indonesia during the dry season. One of the areas that often experience scarcity of clean water is the Sapeken Islands. The area, which is located at the eastern end of Sumenep Regency, experiences a clean water crisis every year due to drought during the dry season, limited clean water sources with a relatively far distance from settlements and the process of distributing clean water that is less than optimal. Based on these problems, this final project aims to design an optimal clean water distribution model in the Sapeken Islands region. There are 2 (two) scenarios used to plan the distribution of clean water in this area, namely: (i) distribution using Self Propelled Oil Barge (SPOB) and (ii) distribution using rental Self Propelled Oil Barge (SPOB). 3 (three) operation patterns are planned for the distribution of clean water in this area, namely: (i) port to port operation pattern, (ii) multiport operation pattern and (iii) hub and spoke operation pattern. Optimization method is used to determine the optimal clean water distribution model by obtaining the most minimal total cost. While the traveling salesman problem method is used to determine the closest route in the multiport operation pattern. The current process of distributing clean water in the Sapeken Islands is still using a reservoir boat with a total cost of Rp. 139,655,046,579.77 per year. The projection results show the need for clean water in the Sapeken Islands is 1,019,516.40 m3 per year. The scenario chosen in this study is the distribution of clean water using SPOB Bangun with a port to port operation pattern. The total cost selected from the distribution of clean water is Rp. 80,097,795,228.63 per year.
