Abstract
Salah satu upaya pemerintah untuk meningkatkan konektivitas Wilayah Timur Indonesia adalah dengan angkutan laut perintis. Dimana jumlah trayek pada angkutan perintis mengalami kenaikan dan cenderung mengalami penambahan pelabuhan singgah dari tahun ke tahun. Pangkalan Ambon sebagai salah satu pangkalan terbesar di Wilayah Indonesia Timur dengan cakupan 9 trayek dan 76 pelabuhan singgah. Dengan penambahan trayek tersebut, pemerintah memiliki keterbatasan anggaran guna meningkatkan konektivitas tersebut. Maka diperlukan upaya perencanaan desain operasional yang optimal guna meningkatkan konektivitas wilayah. Adapun metode yang digunakan dalam melakukan perencanaan desain operasional adalah menggunakan metode optimasi serta dikombinasikan dengan island’s connectivity index untuk menghitung index konektivitas. Terdapat 3 skenario, yaitu fungsi tujuan konektivitas maksimum, konektivitas maksimum dengan jumlah kapal yang sama dengan eksisting, dan biaya yang minimum. Hasil optimasi menunjukkan bahwa skenario 1 menghasilkan rata-rata indeks tiap wilayah sebesar 0,23 (total indeks sebesar 19,28) dengan total biaya sebesar 408 Miliar-Rp/Thn, skenario 1B menghasilkan rata-rata indeks 0,16 (total indeks 12,05) dengan total biaya sebesar 227 Miliar-Rp, sedangkan skenario 2 menghasilkan rata-rata indeks sebesar 0,25 (total indeks 17,14) dengan total biaya sebesar 319 Miliar-Rp/Thn. Dengan meninjau keterbatasan anggaran pemerintah, maka skenario 1B direkomendasikan karena menghasilkan biaya yang minimum, sedangkan skenario 2 dinilai lebih baik daripada skenario lainnya karena menghasilkan rasio antara presentase kenaikan indeks konektivitas dan total biaya yang tinggi, yaitu 0,8.

One of the government's efforts to improve connectivity in the Eastern Region of Indonesia is by pioneering sea transportation. Where the number of routes on pioneer transportation has increased and tends to experience additional transit ports from year to year. The Ambon base is one of the largest bases in the Eastern Indonesia Region with a coverage of 9 routes and 76 stopover ports. With the addition of these routes, the government has limited budget to improve the connectivity. Therefore, an optimal operational design planning effort is needed to improve regional connectivity. The method used in planning the operational design is to use the optimization method and it is combined with the island's connectivity index to calculate the connectivity index. There are 3 scenarios, namely the objective function of maximum connectivity, maximum connectivity with the same number of ships as the existing ones, and minimum costs. The optimization results show that scenario 1 produces an average index for each region of 0.23 (total index of 19.28) with a total cost of 408 billion-Rp/year, scenario 1B produces an average index of 0.16 (total index 12 0.05) with a total cost of 227 billion-Rp, while scenario 2 produces an average index of 0.25 (total index 17.14) with a total cost of 319 billion-Rp/year. By considering the limitations of the government's budget, scenario 1B is recommended because it produces minimum costs, while scenario 2 is considered better than the other scenarios because it produces a high ratio between the percentage increase in the connectivity index and costs, which is 0.8.
