Abstract
PPI Campurejo merupakan sentra pangkalan pendaratan ikan di Desa Campurejo, Kecamatan Panceng, Kabupaten Gresik. Di tahun 2021 beralih nama menjadi Instalasi Pelabuhan Perikanan Pantai Campurejo dibawah Dinas Kelautan dan Perikanan Provinsi Jawa Timur. PPI Campurejo memiliki kontribusi besar terhadap total produksi ikan di Kabupaten Gresik namun rata-rata pendapatannya cenderung menurun sebesar 31% dari tahun 2017 hingga di titik terendah pada tahun 2020. Di waktu yang sama, solar mengalami kelangkaan di Kabupaten Gresik yang menyebabkan nelayan merugi mencapai 1 – 1,5 juta rupiah per hari. Oleh sebab itu melalui penelitian ini dilakukan pengadaan armada dan analisis sensitivitas untuk menemukan komposisi jumlah armada dan jumlah nelayan yang mampu memberikan peningkatan profit nelayan per bulan dan untuk mengetahui armada kapal yang cenderung stabil terhadap adanya perubahan kondisi. Penelitian ini menggunakan metode optimasi dengan mengolah data dari sejumlah responden sebanyak 60 unit kapal dengan 533 orang nelayan. Optimasi dilakukan terhadap dua kondisi yaitu ketika batasan angka lestari ikan untuk PPI Campurejo sebesar 3.665 ton per tahun per kapal dan 2.626 ton per tahun per kapal. Sehingga diperoleh model pengadaan armada perikanan tangkap menggunakan 10 unit kapal 5 GT dengan 3 orang per kapal, 19 unit kapal 10 GT dengan 5 orang per kapal, 16 unit kapal 20 GT dengan 10-12 orang per kapal dan 24 unit kapal 30 GT dengan 10 orang per kapal sehingga total profit nelayan yang diperoleh sebesar 959,7 juta rupiah per bulan. Angka tersebut diperoleh dari hasil penjualan sejumlah 8.263 ton ikan per tahun yang diiringi dengan peningkatan volume tangkapan ikan dengan rata-rata 24%. Analisis sensitivitas dilakukan terhadap empat kondisi yaitu biaya sewa kapal, harga solar, kelangkaan solar dan perubahan volume tangkap ikan dan menghasilkan bahwa kapal ≤ 10 GT sensitif terdapat perubahan kondisi yang diberikan sedangkan kapal > 10 GT cenderung memberikan profit bulanan yang stabil serta nelayan PPI Campurejo perlu terbuka dengan budaya atau pola penangkapan ikan yang baru agar mampu memberikan profit yang stabil cenderung meningkat.

PPI Campurejo is a fish landing base center in Campurejo Village, Panceng District, Gresik. In 2021, it changed its name to the Campurejo Beach Fishing Port Installation under the Marine and Fisheries Service of East Java Province. PPI Campurejo has a major contribution to total fish production in Gresik but its average income tends to decrease by 31% from 2017 to its lowest point in 2020. At the same time, diesel fuel in Gresik became rarity which caused fishermen to lose up to 1 – 1.5 million rupiahs per day. Therefore, through this study, fleet procurement and sensitivity analysis were carried out to find the composition of the number of fleets and the number of fishermen who are able to provide an increase in fishermen's income per month and to find out which fleets tend to be stable against changes in conditions. This study used an optimization method by processing data from a number of respondents as many as 60 units of boats with 533 fishermen. Optimization is carried out on two conditions, namely when the limit on fish sustainability yield for PPI Campurejo is 3,665 tons per year per ship and 2,626 tons per year per ship. So that the procurement model of the capture fishery fleet is obtained using 10 units of 5 GT with 3 people per ship, 19 units of 10 GT with 5 people per ship, 16 units of 20 GT with 10-12 people per ship and 24 units of 30 GT with 10 people per ship so that the total fishermen's income obtained is 959.7 million rupiah per month. This figure is obtained from the sales of 8,263 tons of fish per year which is accompanied by an increase in the volume of fish catches with an average of 24%. Sensitivity analysis was carried out on four conditions, namely ship rental costs, diesel prices, diesel scarcity and changes in fishing volume and resulted in that the vessel ≤ 10 GT sensitive there was a change in conditions given while the > 10 GT tends to provide a stable monthly income and PPI Campurejo fishermen need to be open to their new culture or fishing patterns in order to be able to provide a stable income tends to increase.
