Abstract

Sektor pariwisata merupakan salah satu sektor yang paling berpengaruh dalam pertumbuhan ekonomi Indonesia. Hal tersebut ditunjukkan oleh tingkat kunjungan wisatawan dan peluang untuk memasarkan wisata. Salah satu strategi yang dapat digunakan untuk memasarkan produk wisata adalah dengan mengembangkan atraksi baru pada daerah-daerah yang memiliki potensi utnuk dikembangkan menjadi ikon wisata yang menarik untuk dikunjungi, salah satunya proyek kereta gantung Kota Batu. Proyek wisata kereta gantung Kota Batu merupakan salah satu bagian dari program pemerintah daerah untuk mengembangkan wilayahnya. Untuk mewujudkan pengembangan wilayah tersebut, tentunya dibutuhkan investor untuk membantu membiayai proyek pengembangan wisata. Investor memerlukan analisis kelayakan dan pertimbangan finansial, agar mereka bersedia untuk berinvestasi pada proyek tersebut. Oleh karena itu, penelitian ini menganalisis kelayakan secara finansial pada dua skenario investasi, yaitu proyek kereta gantung tanpa Transit Oriented Development atau TOD (skenario investasi I) dan proyek kereta gantung dengan TOD (skenario investasi II). Transit Oriented Development yang dimaksudkan dalam proyek ini adalah berupa kios dan restoran. Non TOD berarti proyek tidak dibangun dengan kios dan restoran. Didapatkan hasil bahwa proyek kereta gantung dengan TOD memiliki kelayakan yang lebih baik, dengan IRR sebesar 25,37%, NPV sebesar Rp 2,594,767,250,016, dan WACC 14%. Sedangkan proyek kereta gantung tanpa TOD memiliki IRR sebesar 22,61%, NPV sebesar Rp 782,997,067,994, dan WACC 14%. Selain menentukan dari segi IRR, dilakukan juga analisis sensitivitas untuk menunjukkan bahwa skenario II masih dianggap layak meskipun terdapat perubahan pada OPEX yaitu kenaikan sebesar 5%, dan revenue yang dipengaruhi oleh jumlah pengunjung yang berkurang sebanyak 10%.

The tourism sector is one of the most influential sectors in Indonesia's economic growth. This is indicated by the level of tourist visits and opportunities to market tours. One strategy that can be used to market tourism products is to develop new attractions in areas that have the potential to be developed into an attractive tourist icon to visit, one of which is the Batu City cable car project. Batu City cable car tourism project is one part of the local government program to develop the region. To realize the development of the region, of course, investors are needed to help finance tourism development projects. Investors need feasibility analysis and financial considerations, in order for them to be willing to invest in the project. Therefore, this study analyzes the financial feasibility of two investment scenarios, namely the cable car project without Transit Oriented Development or TOD (investment scenario I) and the cable car project with TOD (investment scenario II). Transit Oriented Development intended in this project is in the form of kiosks and restaurants. Non TOD means the project is not built with kiosks and restaurants. The results showed that the cable car project with TOD has a better feasibility, with IRR of 25.37%, NPV of Rp 2,594,767,250,016, and WACC of 14%. While the cable car project without TOD has an IRR of 22.61%, NPV of Rp 782,997,067,994, and WACC of 14%. In addition to determining in terms of IRR, sensitivity analysis was also carried out to show that scenario II is still considered feasible despite changes in OPEX, namely an increase of 5%, and revenue affected by the number of visitors reduced by 10%.
