Abstract
Pelabuhan merupakan simpul penting dalam jaringan logistik global yang mendukung kelancaran perdagangan internasional. Namun, aktivitas kapal yang tetap mengoperasikan mesin pembangkit listrik ketika bersandar menimbulkan dampak negatif berupa emisi gas buang, kebisingan, serta peningkatan konsumsi bahan bakar. Salah satu solusi yang banyak diadopsi secara global adalah Onshore Power Supply (OPS), yaitu sistem penyediaan listrik dari darat ke kapal selama berlabuh. OPS terbukti efektif menurunkan emisi udara, mendukung program keberlanjutan maritim, dan mewujudkan konsep green port. Meski demikian, penerapannya di Indonesia masih menghadapi berbagai kendala, mulai dari kesiapan infrastruktur, kepatuhan regulasi, biaya investasi, hingga kesiapan sumber daya manusia. Oleh karena itu, diperlukan pendekatan sistematis untuk merumuskan strategi implementasi yang tepat. Penelitian ini menggunakan pendekatan Decision Making Trial and Evaluation Laboratory (DEMATEL) untuk memetakan hubungan sebab-akibat antar kriteria serta mengidentifikasi faktor dominan yang memengaruhi penerapan OPS. Selanjutnya, hasil tersebut digunakan dalam Analytic Network Process (ANP) guna menentukan bobot prioritas dan merumuskan strategi implementasi yang paling sesuai. Integrasi kedua metode ini memberikan gambaran yang lebih komprehensif karena tidak hanya mengidentifikasi faktor penting, tetapi juga mempertimbangkan keterkaitan dan pengaruh timbal balik antar kriteria. Dengan pendekatan ini, penelitian diharapkan dapat memberikan kontribusi nyata dalam mendukung pengambilan keputusan, khususnya bagi regulator, operator pelabuhan, dan pemangku kepentingan terkait, dalam upaya mewujudkan pelabuhan berkelanjutan melalui penerapan OPS di Indonesia.=================================================================================================================================
Ports are key nodes in the global logistics network that support the smooth flow of international trade. However, vessel activities that continue operating onboard power generators while berthed generate negative impacts such as exhaust gas emissions, noise, and increased fuel consumption. One widely adopted global solution is Onshore Power Supply (OPS), a system that provides electricity from the shore to ships during berthing. OPS has been proven effective in reducing air emissions, supporting maritime sustainability programs, and realizing the green port concept. Nevertheless, its implementation in Indonesia still faces several challenges, ranging from infrastructure readiness, regulatory compliance, investment costs, to human resource capacity. Therefore, a systematic approach is required to formulate appropriate implementation strategies. This study applies the Decision Making Trial and Evaluation Laboratory (DEMATEL) method to map cause–effect relationships among criteria and identify the dominant factors influencing OPS adoption. The results are then utilized in the Analytic Network Process (ANP) to determine priority weights and formulate the most suitable implementation strategies. The integration of these two methods provides a more comprehensive perspective, as it not only identifies key factors but also accounts for the interdependence and feedback among criteria. Through this approach, the study is expected to provide valuable contributions to decision-making processes, particularly for regulators, port operators, and related stakeholders, in supporting the realization of sustainable ports through OPS implementation in Indonesia.
