Abstract
Pedagang Kaki Lima (PKL) merupakan pelaku ekonomi di sektor informal yang diyakini dapat menyediakan lapangan kerja baru untuk menekan angka pengangguran dan kemiskinan di Kabupaten Banyuwangi dimana keberadaannya juga dibutuhkan oleh golongan masyarakat menengah ke bawah untuk memenuhi kebutuhannya yang tidak tersedia di sektor formal. Akan tetapi, keberadaan PKL di sisi lain dianggap mengganggu kepentingan publik karena lokasi berdagangnya yang masih memanfaatkan fasilitas umum. Meskipun demikian, Bupati Kabupaten Banyuwangi telah membuat kebijakan mengenai pembinaan PKL yang diatur dalam Peraturan Bupati Banyuwangi Nomor 30 Tahun 2013. Oleh karena itu, dibangunlah suatu Sistem Informasi Geografis berbasis Web (WebGIS) yang dapat digunakan sebagai media promosi PKL, sistem inventarisasi data PKL, serta media untuk memonitoring kegiatan PKL terutama bagi PKL yang masih melanggar aturan. Pembangunan WebGIS menggunakan teknologi Leaflet Java Script. Setelah itu juga akan dilakukan analisis pola persebaran PKL dengan menggunakan metode Average Nearest Neighbor (ANN) serta analisis kesesuaian lokasi PKL dengan metode analisis spasial untuk mengetahui jumlah PKL yang masih berjualan di kawasan terlarang sesuai dengan yang ada di peraturan. Hasil dari penelitian ini yaitu WebGIS dengan tampilan 5 halaman, antara lain: halaman utama, halaman peta, halaman database, halaman login/register, dan halaman admin yang masing-masing dilengkapi dengan fitur-fitur yang mendukung penggunaan web. Dari hasil perhitungan uji kebergunaan WebGIS, didapatkan persentase skor kelayakan sebesar 81,2% yang berarti kategori sangat layak. Adapun hasil pengolahan metode ANN, didapatkan pola persebaran PKL di Kecamatan Banyuwangi adalah mengelompok (clustered). Dari total 172 PKL yang ada di Kecamatan Banyuwangi, didapatkan sekitar 56 atau 33% PKL yang melanggar atau masih berjualan di kawasan terlarang.

Street vendors are economic individuals in the informal sector that are thought to be able to provide new job opportunities in the Banyuwangi Regency, wherein their existence is also needed by the middle income to fulfil their needs that are not provided in the formal sector. On the other hand, since the location of the activity still utilizes public facilities, the existence of street vendors is judged to be disturbing towards the general public. Nonetheless, the Regent of Banyuwangi Regency has established a policy for the development of street vendors, which is governed by Regent Regulation Number 30 of 2013. As a solution, a Web-based Geographic Information System (WebGIS) was developed which can be used as a marketing platform for street vendors, a data inventory management system for street vendors, and a monitoring device for street vendors, especially those who regularly break the regulations. Leaflet Java Script is used to develop WebGIS. Then, using the Average Nearest Neighbor (ANN) method, to analys the distribution pattern of street vendors, as well as an analysis of the eligibility of street vendor locations using the spatial analysis method, to determine the number of street vendors who are still selling in prohibited areas according to the regulation. The outcomes of this study are WebGIS with five main web pages, such as the main page, map page, database page, login/register page, and admin page, which all have web-friendly features. The percentage of the feasibility score calculated from the WebGIS usability test results is 81.2%, indicating that the category is very feasible. The distribution pattern of street vendors in Banyuwangi District is clustered as a result of processing the ANN method. It was discovered that 56, or 33%, of the 172 street vendors in Banyuwangi District had violated the regulation or were still selling in restricted locations.
