Abstract
Kota Batu memiliki potensi terjadinya bencana yang cukup besar, Pada bulan November 2021 terjadi banjir bandang di Kota Batu dan memakan 7 korban jiwa dan berdampak di 5 desa di Kecamatan Bumiaji Kota Batu. Salah satu upaya mitigasi bencana yang dapat dilakukan adalah membangun flood shelter yang merupakan bangunan tempat tinggal sementara bagi korban banjir ketika bencana banjir tiba. Diperlukan analisis spasial untuk menentukan kesesuaian lokasi flood shelter di Kota Batu. Penelitian ini menggunakan metode Spatial Multi Critera Evaluation (SMCE) dalam menentukan kesesuaian lokasi flood shelter di Kota Batu. SMCE merupakan jenis metode pendukung yang menggabungkan SIG dan AHP untuk mengidentifikasi dan memberi peringkat berbagai parameter yang mengindikasikan wilayah pemilihan lokasi. Berdasarkan penelitian yang telah dilakukan, diperoleh bobot untuk tiap parameter sebagai berikut: jarak sungai (0.296); jarak jalan (0.187); kemiringan lereng (0.174); curah hujan (0.151); jarak permukiman (0.107) dan guna lahan (0.085). Berdasarkan hasil analisis spatial multi criteria evaluation dan perhitungan luas pada setiap kelas kesesuaian, Kota Batu memiliki area dengan kesesuaian sangat tinggi seluas 1505.58 ha, kesesuaian menengah seluas 8433.5 ha, dan kesesuaian rendah seluas 432.4 ha. Kota Batu lebih di dominasi oleh wilayah dengan kesesuaian tinggi seluas 9545.18 ha. Berdasarkan hasil analisis location allocation yang dilakukan dalam menentukan kesesuaian lokasi flood shelter di Kota Batu, didapatkan 5 rencana lokasi flood shelter yang terpilih yaitu antara lain: Desa Sumberbrantas 1, Desa Punten 1, Desa Sisir 3, Desa Junrejo 1, dan Desa Pendem 1. Rencana flood shelter Desa Punten 1 merupakan lokasi yang paling strategis karena dapat diakses dari 17 titik rawan banjir yang ada di Kota Batu.

Batu City has a large potential for disaster. In November 2021 a flash flood occurred in Batu City and took 7 lives and affected 5 villages in Bumiaji District, Batu City. One of the disaster mitigation efforts that can be done is to build a flood shelter which is a temporary residence building for flood victims when the flood disaster arrives. Spatial analysis is needed to determine the suitability of the location of the flood shelter in Batu City. This study uses the Spatial Multi Critera Evaluation (SMCE) method in determining the suitability of the location of the flood shelter in Batu City. SMCE is a type of support method that combines GIS and AHP to identify and rank various parameters that indicate a site selection area. Based on the research that has been done, the weights for each parameter are obtained as follows: river distance (0.296); road distance (0.187); slope (0.174); rainfall (0.151); settlement distance (0.107) and land use (0.085). Based on the results of the spatial multi-criteria evaluation analysis and the calculation of the area for each suitability class, Batu City has a very high suitability area of 1505.58 ha, a medium suitability area of 8433.5 ha, and a low suitability area of 432.4 ha. Batu City is dominated by a high suitability area of 9545.18 ha. Based on the results of the location allocation analysis carried out in determining the suitability of the location of the flood shelter in Batu City, it was found that 5 planned flood shelter locations were selected, namely: Sumberbrantas Village 1, Punten Village 1, Sisir Village 3, Junrejo Village 1, and Pendem Village 1. Punten Village 1 flood shelter plan is the most strategic location and can be accessed from 17 flood-prone points in Batu City.
