Abstract
Negara Indonesia merupakan negara yang terpapar pandemi virus COVID-19, dan memiliki kasus positif COVID-19 yang bertambah tiap bulannya. Hal ini dikonfirmasi oleh Satuan Tugas Penanganan COVID-19 tahun 2022. Banyaknya pasien yang terpapar COVID-19 membuat rumah sakit tidak dapat menampung semua pasien yang membutuhkan penanganan rawat inap, sehingga dilakukan pembangunan rumah sakit darurat khusus masyarakat yang terpapar virus COVID-19. Salah satu kota yang melakukan pembangunan rumah sakit darurat adalah Kota Surabaya dengan memiliki 4 (empat) rumah sakit darurat. Kota Surabaya termasuk salah satu kota dengan masyarakatnya terpapar virus COVID-19 paling banyak. Menurut Pemerintah Provinsi Jawa Timur, sampai tahun 2022 Kota Surabaya dikonfirmasi memiliki kasus COVID-19 sebanyak 67.088 kasus. Menurut walikota Surabaya, pasien virus COVID-19 di Kota Surabaya dapat ditangani dengan baik dan terus menurun karena dibangunnya rumah sakit darurat (Utomo,2021). Tujuan dari makalah ini adalah untuk menganalisis sebaran kesesuaian lokasi rumah sakit darurat agar dapat memaksimalkan peran dari rumah sakit darurat yang ada di Kota Surabaya. Metode yang digunakan adalah metode SIG dengan metode yang mengacu pada persyaratan pembangunan rumah sakit darurat yang diatur dalam Keputusan Menteri Kesehatan Republik Indonesia Nomor HK.01.07/MENKES/230/2021 tentang Pedoman Penyelenggaraan Rumah Sakit Lapangan/Rumah Sakit Darurat Pada Masa Pandemi Corona Virus Disease 2019 (COVID-19). Hasil penelitian menunjukkan bahwa 4 (empat) rumah sakit darurat di kota surabaya sudah sesuai dengan persyaratan pembangunan rumah sakit darurat yaitu rumah sakit darurat yang terletak di kawasan yang sesuai dengan peruntukannya sesuai Peta Rencana Detail dan Tata Ruang Kota (RDTRK) kota Surabaya, kemudian dari 4 (empat) rumah sakit darurat tidak ada kawasan terbangun lainnya dalam radius 20 meter. Dapat juga diketahui bahwa dari 4 (empat) rumah sakit darurat terdapat jaringan utilitas umum dan saluran drainase. Kemudian dapat diketahui bahwa jangkauan persebaran menggunakan parameter jarak tempuh yaitu 0-1000 meter (sangat terjangkau), 1000-2000 meter (terjangkau), dan > 2000 meter (kurang terjangkau) dalam rumah sakit darurat di Kota Surabaya masih belum merata terutama pada kecamatan yang memiliki tingkat kasus positif COVID-19 yang terklasifikasi tinggi yaitu pada rentang 210-300 kasus.

Indonesia is a country that has been exposed to the COVID-19 virus pandemic, and has positive cases of COVID-19, which are increasing every month. The COVID-19 Handling Task Force confirmed this in 2022. The large number of patients exposed to COVID-19 made the hospital unable to accommodate all patients requiring inpatient treatment, one of the cities that constructed an emergency hospital is the City of Surabaya, which has four emergency hospitals. Surabaya is one of the cities with the most people exposed to the COVID-19 virus. According to the East Java Provincial Government, until 2022, the City of Surabaya was confirmed to have 67,088 cases of COVID-19. According to the mayor of Surabaya, COVID-19 virus patients in the city of Surabaya can be handled well and continue to decline due to the construction of an emergency hospital (Utomo, 2021). The purpose of this paper is to analyze the distribution of the suitability of the location of the emergency hospital to maximize the role of the emergency hospital in the city of Surabaya. The method used is the GIS method, a method that refers to the requirements for the construction of an emergency hospital regulated in the Decree of the Minister of Health of the Republic of Indonesia Number HK.01.07/MENKES/230/2021 concerning Guidelines for the Operation of Field Hospitals/Emergency Hospitals During the Corona Virus Disease Pandemic Period. 2019 (COVID-19). The results showed that four emergency hospitals in the city of Surabaya were by the requirements for the construction of an emergency hospital, namely an emergency hospital located in an area that was in accordance with its designation by the City Spatial Planning and Detailed Map (RDTRK) of the city of Surabaya. From four hospitals emergency, there is no other built area within a radius of 20 meters. From four emergency hospitals, there is no other built area within a radius of 20 meters. It can also be seen that out of the four emergency hospitals, there are public utility networks and drainage canals. Then it can be seen that the distribution range using mileage parameters, namely 0-1000 meters (very affordable), 1000-2000 meters (affordable), and > 2000 meters (less affordable) in emergency hospitals in the city of Surabaya is still not evenly distributed, especially in sub-districts that have has a high rate of classified positive cases of COVID-19, which is in the range of 210-300 cases.
