Abstract

Mengacu kepada SNI 03-1733-2004, persebaran fasilitas kesehatan di Indonesia selayaknya tersebar merata di lingkungan masyarakat karena merupakan suatu sarana yang mewujudkan upaya kesehatan baik secara preventif, promotif, kuratif, dan rehabilitatif bagi seluruh golongan yang ada di sekitarnya. Penelitian ini menggunakan Network Analysis dalam menentukan persebaran dan jangkauan pelayanan dengan tools Service Area untuk menentukan area terjangkau dan tidak terjangkau dan Location Allocation dalam menentukan titik Fasilitas Pelayanan Kesehatan baru, dengan hasil berupa jangkauan pelayanan kesehatan terhadap Kesehatan puskesmas yang berada di Kota Batu mencakup luas 20,833 km2, sedangkan untuk area yang tidak terjangkau oleh puskesmas di Kota Batu adalah sebesar 5,482 km2. Pada jangkauan pelayanan puskesmas pembantu terhadap yang berada di Kota Batu mencakup luas sebesar 11,685 km2, sedangkan untuk daerah yang tidak terjangkau oleh puskesmas pembantu di Kota Batu sebesar 14,630 km2. Kemudian, pada jangkauan pelayanan apotek yang berada di Kota Batu mencakup luas sebesar 9,012 km2, sedangkan untuk wilayah yang tidak terjangkau oleh apotek di Kota Batu sebesar 16,660 km2. Sementara itu, untuk jangkauan pelayanan klinik yang berada di Kota Batu mencakup luas 12,481 km2, sedangkan untuk area yang tidak terjangkau oleh klinik di Kota Batu 13,834 km2. Selanjutnya, jangkauan pelayanan Rumah Sakit yang berada di Kota Batu mencakup luas sebesar 18,786 km2, sedangkan untuk wilayah yang tidak terjangkau oleh Rumah Sakit di Kota Batu sebesar 7,530 km2. Selanjutnya dilakukan Location Allocation untuk menentukan titik-titik baru Fasilitas Pelayanan Kesehatan di Kota Batu, dengan ketentuan kandidat lokasi Fasilitas Kesehatan baru berdasarkan SNI 03-1733- 2004. Pada area tidak terjangkau Puskesmas Pembantu didapatkan 18 titik baru, Apotek 29 titik baru, dan Klinik dengan 26 titik baru.

Referring to SNI 03-1733-2004, the distribution of health facilities in Indonesia should be spread evenly in the community because it is a means to realize preventive, promotive, curative, and rehabilitative health efforts for all groups in the vicinity. This study uses Network Analysis in determining the distribution and coverage of services with Service Area tools to determine affordable and unreachable areas and Location Allocation in determining the point of new Health Service Facilities, with the results in the form of the reach of health services to health in Batu City covering an area of 20,833 km2, while for areas not covered by health centers in Batu City is 5,482 km2. The service coverage of sub-health centers in Batu City covers an area of 11,685 km2, while for areas that are not covered by sub-health centers in Batu City, it is 14,630 km2. Then, the range of pharmacy services to those in Batu City covers an area of 9,012 km2, while for areas not covered by pharmacies in Batu City it is 16,660 km2. For clinical services to those in Batu City, it covers an area of 12,481 km2, while for areas not covered by clinics in Batu City it is 13,834 km2. Furthermore, the service coverage of hospitals in Batu City covers an area of 18,786 km2, while for areas not covered by hospitals in Batu City it is 7,530 km2. Furthermore, the Location Allocation is carried out to determine the new points of Health Service Facilities in Batu City, with the provision that the candidate locations for new Health Facilities are based on SNI 03-1733-2004. In areas not covered by the Subsidiary Health Center, 18 new points were obtained, Pharmacies with 29 new points, and Clinics with 26 new points.
