Abstract
Balikpapan refinery in their Refinery Development Master Plan (RDMP) Balikpapan has goal to increase the product processing capacity and to operate it in 2024. The processing unit improvement also helps flexibility in processing crude oil to produce more higher value product. Meanwhile, the results of statistical analysis showed the level of fatal accidents in the construction industry is higher than the average for all industries. There are many methods that can be applied to the systematic examination of risk analysis and workplace safety and health in general. To develop an HIRARC model for the assessment of environmental safety and health during oil tank modification in Balikpapan Refinery, this study was started. The primary and secondary hazards that could be inherent in the system and that could pose a substantial risk to work operations in the refinery were identified using the HIRARC. The model's main tools take into account a system for inspecting workplaces, which includes interviewing and discussing with employees as they perform tasks, conducting safety analyses, and looking into accidents and other incidents. In order to analyze the likelihood and severity of safety and health during the modification of an oil tank at the Balikpapan Refinery, the severity matrix analysis was added to the likelihood scale. These were utilized to determine and suggest control measures, including those in engineering, administration, and PPE for activities. Overall, of the 6 steps analysed, there were 83 Potential dangers identified. Among them, 32 (32,38%) potential hazard with a high level risk, 19 (19,23%) potential hazard with a moderate level risk, and 32 (32,39%) potential hazard with low level risk. most of this are sourced because form the dangerous of the tools on the aspect of safety.

Kilang Balikpapan dalam Refinery Development Master Plan (RDMP) Balikpapan menargetkan untuk meningkatkan kapasitas pengolahan produk dan mengoperasikannya pada tahun 2024. Peningkatan unit pengolahan juga membantu fleksibilitas dalam pengolahan minyak mentah untuk menghasilkan produk yang lebih bernilai tinggi. Sementara itu, hasil analisis statistik menunjukkan tingkat kecelakaan fatal di industri konstruksi lebih tinggi dari rata-rata untuk semua industri. Ada banyak metode yang dapat diterapkan untuk pemeriksaan sistematis analisis risiko dan keselamatan dan kesehatan kerja secara umum. Untuk mengembangkan model HIRARC untuk penilaian keselamatan dan kesehatan lingkungan selama modifikasi tangki minyak di Kilang Balikpapan, penelitian ini dimulai. Bahaya primer dan sekunder yang dapat melekat pada sistem dan yang dapat menimbulkan risiko besar terhadap operasi kerja di kilang diidentifikasi menggunakan HIRARC.
