Abstract
Ketatnya kompetisi global dalam dunia industri, khususnya industri manufaktur membuat perusahaan PT ABC dihadapkan pada tantangan dalam melakukan perubahan, efisiensi, dan perbaikan agar bisa terus berkompetisi di dalam dunia industri. Salah satu cara untuk mempertahankan posisinya yaitu dengan memperhatikan sistem pengadaan. Proses tender pada Departemen Pengadaan Operasional di PT ABC berperan cukup penting dalam melakukan efisiensi. Namun, terdapat indikasi waste dalam proses tender, seperti adanya delay dalam proses tersebut. Tujuan dari penelitian ini adalah untuk mengidentifikasi waste yang terjadi di proses tender, mengidentifikasi akar penyebab waste, dan membuat formulasi perbaikan untuk mengurangi waste. Dalam melakukan penelitian ini, peneliti menggunakan konsep lean administration. Tools yang digunakan dalam mengidentifikasi waste yaitu Value Stream Mapping (VSM) dan Process Activity Mapping (PAM). Tahapan penentuan waste menggunakan pemetaan waste dan Borda Count Method (BCM). Selanjutnya tahap penentuan akar penyebab waste menggunakan metode 5Whys dan fishbone. Penentuan prioritas akar penyebab waste kritis dengan mengadopsi perhitungan analisa resiko. Tahap formulasi perbaikan dilakukan dengan melakukan Focus Group Discussion (FGD) dan dengan metode Future Value Stream Mapping (FVSM). Lalu dilakukan tahap kesimpulan dan saran. Hasil penelitian menunjukkan bahwa terdapat 2 waste kritis pada proses tender dengan resiko tertinggi, yaitu Delay/waiting dan Uneeded transport or movement. Rekomendasi perbaikan dari Delay/waiting yaitu dengan penerapan sistem e-sign, peneraan sistem eprocurement, serta penambahan email reminder otomatis ke user terkait, sedangkan rekomendasi perbaikan dari Uneeded transport or movement yaitu dengan penerapan sistem eprocurement dan melakukan pelatihan SDM. Dari rekomendasi perbaikan tersebut, digambarkan analisa setelah dilakukannya perbaikan dengan tools Future Value Stream Mapping (FVSM). Dari hasil FVSM didapatkan perubahan lead time yang semula 33 hari menjadi 24 hari.

Global and highly competition in the industrial world, especially the manufacturing industry, has forced PT ABC to face challenges in making changes, efficiency, and improvements in order to continue to compete in the industrial world. One way to maintain its position is to pay attention to the procurement system. The tender process at Operational Procurement Department at PT ABC plays an important role in efficiency. However, there are indications of waste in the tender process, such as delays. The lead time in tender process in operational procurement is 50 days. In fact, some tender processes take more than 50 days. As a result, the operational procurement KPIs in Q3 and Q4 2020 could not be achieved. The purpose of this research is to identify the waste that occurs in the tender process, identify the root causes of the waste, and formulate improvements to reduce the waste. To reduce waste in tender process is using the concept of lean administration. To identify waste the tools using Value Stream Mapping (VSM) and Process Activity Mapping (PAM). The stages of determining waste using Borda Count Method (BCM). The next stage is determining the root of the causes of waste using 5Whys and fishbone. Determining the priority of the root causes of critical waste by adopting a risk analysis calculation. The formulation phase of the improvement was carried out by Focus Group Discussions (FGD) and using the Future Value Stream Mapping (FVSM) method. Then the conclusions and suggestions are carried out. The results showed that there are 2 critical wastes in the tender process with the highest risk, they are Delay/waiting and Uneeded transport or movement. The improvement recommendations for Delay/waiting are the implementation of the e-sign system, the implementation of the eprocurement system, and the implementation of email reminders to related users. The improvement recommendations for Uneeded transport or movement are the implementation of e-procurement system and HR training. From those improvement recommendations, then analyzed using Future Value Stream Mapping (FVSM). The FVSM results showed that lead time of tender process changed from 33 days to 24 days.
