Abstract

Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya (Dispendukcapil Surabaya) merupakan instansi pemerintah yang melayani administrasi kependudukan, salah satunya adalah layanan akta kelahiran. Layanan akta kelahiran di Dispendukcapil Surabaya masih sering mengalami kendala, terutama pada tingginya tingkat kesalahan data pada dokumen akta kelahiran yang diterbitkan. Kesalahan ini tentu dapat merugikan masyarakat dan memerlukan waktu serta biaya tambahan untuk proses perbaikan. Penelitian ini bertujuan untuk merancang ulang proses bisnis layanan akta kelahiran di Dispendukcapil Surabaya dengan menggunakan pendekatan Lean Six Sigma. Metode Lean Six Sigma dipilih karena kemampuannya dalam mengidentifikasi dan menghilangkan pemborosan (waste) serta mengurangi variasi (kesalahan) dalam suatu proses. Penelitian dilakukan dengan tahapan Define, Measure, Analyze, Improve, dan Control (DMAIC). Hasil penelitian menunjukkan bahwa terdapat beberapa faktor penyebab kesalahan seperti sistem yang belum terintegrasi, kurangnya verifikasi data, serta beban kerja petugas yang tinggi. Berdasarkan hasil analisis, dirancang usulan perbaikan proses bisnis yang diharapkan dapat mengurangi tingkat kesalahan secara signifikan dan meningkatkan efisiensi layanan akta kelahiran.

The Department of Population and Civil Registration of Surabaya City (Dispendukcapil Surabaya) is a government agency that provides population administration services, one of which is the birth certificate service. The birth certificate service at Dispendukcapil Surabaya still often faces obstacles, especially regarding the high rate of data errors in the issued birth certificate documents. These errors can certainly harm the public and require additional time and cost for the correction process. This study aims to redesign the business process of birth certificate services at Dispendukcapil Surabaya using the Lean Six Sigma approach. The Lean Six Sigma method was chosen because of its ability to identify and eliminate waste and reduce variation (errors) in a process. The research was conducted using the Define, Measure, Analyze, Improve, and Control (DMAIC) stages. The results show that there are several factors causing errors such as non-integrated systems, lack of data verification, and high officer workload. Based on the analysis results, a proposed business process improvement was designed which is expected to significantly reduce the error rate and improve the efficiency of birth certificate services.
