Abstract
Penelitian ini dilatarbelakangi oleh pentingnya keberhasilan proyek overhaul pada pembangkit listrik dalam menjaga kinerja operasional yang optimal, khususnya pada kualitas, biaya, waktu, efisiensi, kesiapan (EAF), dan keandalan (EFOR). Proyek overhaul memiliki kompleksitas tinggi karena melibatkan banyak variabel seperti perencanaan, pengelolaan inventory, sumber daya, serta eksekusi pekerjaan yang saling terintegrasi. Tingginya tingkat kegagalan proyek overhaul di industri menunjukkan adanya kesenjangan dalam pengelolaan manajemen proyek yang efektif. Dari hasil penelitian ini diharapkan dapat memperbaiki pengelolaan manajemen proyek overhaul pembangkit listrik, meminimalkan risiko kegagalan peralatan, serta meningkatkan keandalan dan kesiapan unit pembangkit secara berkelanjutan. Permasalahan utama dalam penelitian ini adalah ketidaktercapaian kinerja hasil proyek overhaul SE PLTU Unit 3 Gresik, yang ditinjau dari enam indikator kinerja hasil yaitu: kualitas, biaya, waktu, efisiensi, kesiapan, dan keandalan. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor dominan penyebab ketidaktercapaian kinerja hasil tersebut serta merumuskan strategi perbaikan yang efektif. Pendekatan penelitian dilakukan melalui kombinasi metode kualitatif dan kuantitatif, meliputi questionnaire survey terhadap 100 responden (owner dan contractor), analisis Relative Importance Index (RII), Root Cause Analysis (RCA) berbasis tree diagram, data-data kuantitatif aktual proyek, analisis komparatif menggunakan data aktual proyek, serta validasi melalui Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa lima dari enam kinerja hasil overhaul tidak tercapai. Ketidaktercapaian kinerja hasil overhaul tidak disebabkan oleh satu faktor tunggal, melainkan oleh interaksi sistemik empat aspek utama, yaitu perencanaan, manajemen inventory, manajemen sumber daya, dan manajemen eksekusi tim. Aspek perencanaan dan manajemen inventory menjadi aspek dengan faktor penyebab yang paling dominan, diikuti oleh aspek manajemen sumber daya dan eksekusi tim.. Dampaknya terlihat pada tidak tercapainya beberapa indikator kinerja, seperti reliability run tidak tercapai, keterlambatan penyelesaian proyek, over budget biaya material, serta rendahnya kesiapan unit pembangkit (EAF 88,5%) dan keandalan unit (EFOR 11,5%). Oleh karena itu, diperlukan rekomendasi manajerial perencanaan terintegrasi berbasis risiko, optimalisasi inventory, penguatan manajemen sumber daya, dan peningkatan kualitas eksekusi tim untuk memastikan keberhasilan proyek overhaul di masa mendatang.

This research is motivated by the importance of successful overhaul projects in power plants to maintain optimal operational performance, particularly in terms of quality, cost, schedule, efficiency, availability (EAF), and reliability (EFOR). Overhaul projects are highly complex because they involve multiple interrelated variables, including planning, inventory management, resource management, and work execution. The high failure rate of overhaul projects in the industry indicates the existence of gaps in effective project management practices. Therefore, this study is expected to contribute to improving overhaul project management in power plants, minimizing equipment failure risks, and enhancing the long-term reliability and availability of generating units. The primary issue addressed in this study is the failure to achieve the expected performance outcomes of the Serious Inspection (SE) overhaul project at PLTU Unit 3 Gresik, as evaluated through six performance indicators: quality, cost, time, efficiency, availability, and reliability. This study aims to identify the dominant factors contributing to the underachievement of overhaul project performance and to formulate effective managerial improvement strategies. The research employs a mixed methods approach that integrates qualitative and quantitative methods, including questionnaire surveys involving 100 respondents from both the owner and contractor teams, Relative Importance Index (RII) analysis, tree diagram-based Root Cause Analysis (RCA), quantitative analysis using actual project performance data, comparative analysis, and validation through Focus Group Discussions (FGD). The findings indicate that five out of six overhaul performance indicators were not successfully achieved. The underperformance of the overhaul project was not caused by a single factor, but rather by the systemic interaction of four major aspects: planning, inventory management, resource management, and team execution management. Among these, planning and inventory management were identified as the most dominant contributing factors, followed by resource management and execution management. The impacts were reflected in several unmet performance targets, including failure to achieve reliability run performance, project completion delays, material cost overruns, low unit availability (EAF 88.5%), and poor unit reliability (EFOR 11.5%). Therefore, the study recommends the implementation of integrated risk-based planning, inventory optimization, strengthened resource management, and improved execution quality to ensure the success of future overhaul projects.
