Abstract
Keterlambatan merupakan salah satu risiko utama dalam proyek reparasi kapal yang dapat berdampak pada peningkatan biaya operasional, terganggunya jadwal galangan, dan tertundanya penyerahan kapal kepada pemilik. Pada proyek reparasi Kapal Tunda TB Seroja Hercules II di PT Indonesia Marina Shipyard terdapat beberapa pekerjaan yang mengalami deviasi terhadap jadwal rencana sehingga diperlukan analisis risiko keterlambatan. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis risiko keterlambatan menggunakan pendekatan Volatility, Uncertainty, Complexity, dan Ambiguity (VUCA) serta Bowtie Analysis. Data diperoleh melalui penyebaran kuesioner kepada pihak yang terlibat dalam proyek, kemudian dilakukan uji validitas, uji reliabilitas, pembobotan responden, dan perhitungan VUCAlity. Kelompok kegiatan dengan tingkat risiko tertinggi selanjutnya dianalisis menggunakan Bowtie Analysis untuk mengidentifikasi penyebab, dampak, dan strategi pengendalian risiko. Hasil penelitian menunjukkan bahwa keterlambatan proyek dipengaruhi oleh ketidakpastian kondisi aktual kapal, keterlambatan material, perubahan lingkup pekerjaan, serta keterbatasan tenaga kerja. Penelitian ini menunjukkan bahwa integrasi pendekatan VUCA dan Bowtie Analysis dapat digunakan untuk mengidentifikasi dan memitigasi risiko keterlambatan pada proyek reparasi kapal secara sistematis.

Delay is one of the main risks in ship repair projects that can impact increased operational costs, disrupt shipyard schedules, and delay the handover of the ship to the owner. In the repair project of the Tugboat TB Seroja Hercules II at PT Indonesia Marina Shipyard, there were several tasks that experienced deviations from the planned schedule, so a delay risk analysis was required. This study aims to identify and analyze delay risks using the Volatility, Uncertainty, Complexity, and Ambiguity (VUCA) approach and Bowtie Analysis. Data were obtained by distributing questionnaires to parties involved in the project, then conducting validity tests, reliability tests, respondent weighting, and VUCAlity calculations. The activity group with the highest risk level was then analyzed using Bowtie Analysis to identify the causes, impacts, and risk control strategies. The results showed that project delays were influenced by uncertainty in the actual condition of the ship, material delays, changes in the scope of work, and labor limitations. This study demonstrates that the integration of the VUCA and Bowtie Analysis approaches can be used to systematically identify and mitigate delay risks in ship repair projects.
