Abstract
Penurunan produktivitas pertanian dan meningkatnya kerentanan penghidupan masyarakat di wilayah pedesaan menjadi isu penting yang membutuhkan intervensi pembangunan yang tepat sasaran. Dusun Babadan, Desa Kepuhrejo, Kabupaten Magetan, menghadapi permasalahan tersebut akibat kondisi lahan yang kurang subur, ketergantungan pada pupuk kimia, dan keterbatasan sarana produksi. PT Pupuk Kalimantan Timur merespon kondisi tersebut melalui program TJSL “PKT BISA” yang berfokus pada pertanian terpadu untuk meningkatkan penghidupan masyarakat. Penelitian ini bertujuan untuk menganalisis pelaksanaan program TJSL PKT BISA serta mengkaji dampaknya terhadap aset penghidupan masyarakat dengan menggunakan kerangka Sustainable Livelihood Approach (SLA). Penelitian ini menggunakan metode kualitatif deskriptif. Data dikumpulkan melalui observasi, wawancara mendalam dengan informan yang telah dipilih menggunakan teknik purposive sampling, yaitu staf TJSL PT Pupuk Kalimantan Timur, pemerintah Desa Kepuhrejo, ketua kelompok dan anggota penerima manfaat, serta tokoh masyarakat Dusun Babadan yang kemudian dilengkapi dengan studi dokumentasi. Analisis data menggunakan model Miles dan Huberman yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan. Hasil analisis menunjukkan bahwa implementasi program TJSL PKT BISA mencakup empat aspek, yaitu charity melalui pemberian alat produksi, empowerment melalui pendampingan berkelanjutan, pembangunan infrastruktur produktif, serta capacity building melalui pelatihan bersama best practice nasional yang terbukti berhasil mengintegrasikan kelima aset penghidupan dalam kerangka SLA dari DFID (1999). Keterkaitan antar aset yang saling mendukung tersebut mendorong keberlanjutan penghidupan masyarakat Dusun Babadan yang tercermin dari peningkatan kapasitas dan perekonomian masyarakat, pemanfaatan sumber daya lokal, penyediaan sarana pendukung, serta penguatan kelembagaan sosial, sehingga keberlanjutan program tidak hanya bergantung pada ketersediaan aset, tetapi juga pada kemampuan masyarakat dalam mengelolanya secara berkelanjutan. PT Pupuk Kalimantan Timur juga diharapkan dapat mendukung percepatan perizinan edar produk kelompok agar pemasaran komersial dapat berjalan lebih optimal. Model TJSL PKT BISA yang terbukti efektif juga layak direplikasi pada wilayah pemasaran perusahaan lainnya melalui pendekatan pemberdayaan berbasis potensi lokal dan kebutuhan masyarakat.

The decline in agricultural productivity and the increasing vulnerability of rural livelihoods have become important issues that require targeted development interventions. Dusun Babadan, Kepuhrejo Village, Magetan Regency, faces these challenges due to poor soil conditions, dependence on chemical fertilizers, and limited production facilities. PT Pupuk Kalimantan Timur responded to these conditions through the “PKT BISA” TJSL program, which focuses on integrated agriculture to improve community livelihoods. This study aims to analyze the implementation of the PKT BISA TJSL program and examine its impact on community livelihood assets using the Sustainable Livelihood Approach (SLA) framework. This study employed a descriptive qualitative method. Data were collected through observation, in-depth interviews with informants selected using purposive sampling techniques, including TJSL staff of PT Pupuk Kalimantan Timur, the Kepuhrejo Village government, group leaders and beneficiary members, as well as community leaders in Dusun Babadan, and were complemented by documentation studies. Data analysis used the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results show that the implementation of the PKT BISA TJSL program encompasses four aspects: charity through the provision of production equipment, empowerment through continuous assistance, the development of productive infrastructure, and capacity building through training alongside national best practices, which successfully integrated the five livelihood assets within the SLA framework proposed by DFID (1999). The nterconnection among these mutually supportive assets has encouraged the sustainability of livelihoods in Dusun Babadan, as reflected in improved community capacity and economic conditions, the utilization of local resources, the provision of supporting facilities, and the strengthening of social institutions. Therefore, program sustainability depends not only on the availability of assets but also on the community’s ability to manage them sustainably. PT Pupuk Kalimantan Timur is also expected to support the acceleration of product distribution licensing for community groups so that commercial marketing can operate more optimally. The proven effectiveness of the PKT BISA TJSL model also makes it feasible to be replicated in other company marketing areas through an empowerment approach based on local potential and community needs
