Abstract
Keselamatan dan Kesehatan Kerja (K3) merupakan aspek penting dalam mendukung keandalan operasional pembangkit listrik di PT PLN Nusantara Power. Meskipun program Safety Total Patrol (STP) telah diterapkan sebagai sistem pemantauan keselamatan kerja di seluruh unit pembangkit UP Gorontalo, masih ditemukan kejadian unsafe action, unsafe condition, dan near miss yang menunjukkan perlunya evaluasi terhadap efektivitas program tersebut. Penelitian ini bertujuan mengevaluasi efektivitas implementasi STP terhadap Safety Performance melalui pengaruh Safety Leadership, Safety Climate, dan Safety Culture pada operasional PT PLN Nusantara Power UP Gorontalo. Penelitian menggunakan pendekatan kuantitatif dengan metode Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data diperoleh melalui penyebaran kuesioner kepada 150 responden yang berasal dari ULPLTD Telaga, ULPLTD Silae, ULPLTD Nopi, ULPLTD Luwuk, dan ULPLTG Maleo. Hasil penelitian menunjukkan bahwa STP berpengaruh signifikan terhadap Safety Leadership dan Safety Culture, namun tidak berpengaruh langsung terhadap Safety Performance. Temuan penting penelitian ini menunjukkan bahwa peningkatan Safety Performance tidak dapat dicapai hanya melalui aktivitas patroli keselamatan, tetapi memerlukan penguatan Safety Culture dan keterlibatan kepemimpinan keselamatan dalam organisasi. Hasil ini mengindikasikan bahwa efektivitas STP lebih berperan sebagai pemicu pembentukan budaya dan kepemimpinan keselamatan yang pada akhirnya berkontribusi terhadap peningkatan kinerja keselamatan kerja.

Occupational Health and Safety (OHS) is an important aspect in supporting the operational reliability of power plants at PT PLN Nusantara Power. Although the Safety Total Patrol (STP) program has been implemented as a safety monitoring system across all generating units within UP Gorontalo, incidents of unsafe actions, unsafe conditions, and near misses are still reported, indicating the need to evaluate the effectiveness of the program. This study aims to evaluate the effectiveness of STP implementation on Safety Performance through the influence of Safety Leadership, Safety Climate, and Safety Culture in the operational activities of PT PLN Nusantara Power UP Gorontalo. This study employed a quantitative approach using Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data were collected through questionnaires distributed to 150 respondents from generating units within UP Gorontalo, including ULPLTD Telaga, ULPLTD Silae, ULPLTD Nopi, ULPLTD Luwuk, and ULPLTG Maleo. The results indicate that STP has a significant effect on Safety Leadership and Safety Culture, but does not directly affect Safety Performance. An important finding of this study is that improvements in Safety Performance cannot be achieved solely through safety patrol activities, but require the strengthening of Safety Culture and leadership involvement within the organization. These findings suggest that STP is more effective as a catalyst for developing a strong safety culture and safety leadership, which ultimately contribute to improved safety performance.
