Abstract

Virtual Reality technology continues to advance and is widely utilized to enhance the quality of learning in the field of disaster management. This study developed a Virtual Reality-based learning application for Post-Natural Disaster Reconstruction and Rehabilitation using the Unity Game Engine and XR Interaction Toolkit. The application provides two perspective modes: Spectator View, which allows users to interact with a miniature city model to determine priority sectors for repair, and First Person View, which enables direct exploration of the post-earthquake city environment in the Malang, Blitar, and Kediri regions, complete with tooltip interactions and quiz completion. Functional testing was conducted using the Meta Quest 3 device across six main scenarios. The results showed that all application features performed well and aligned with the designed scenarios. This application has proven effective as an immersive, interactive, and safe learning medium to improve stakeholders’ understanding of the post-natural disaster reconstruction and rehabilitation process. For further development, it is recommended to optimize the application’s performance and add interactive reconstruction simulation features to more closely resemble real post-disaster management processes.
