Abstract
Pengembangan desa wisata merupakan strategi pembangunan pariwisata berkelanjutan yang berperan dalam meningkatkan kesejahteraan masyarakat lokal melalui penguatan aspek ekonomi, sosial, lingkungan, dan kelembagaan. Namun, keberlanjutan penghidupan masyarakat desa wisata masih menghadapi tantangan berupa perubahan iklim, keterbatasan daya dukung destinasi, serta lemahnya kapasitas kelembagaan dan sumber daya manusia. Desa Wisata Adat Osing Kemiren di Kabupaten Banyuwangi merupakan salah satu destinasi unggulan yang mengalami peningkatan kunjungan wisatawan dan memperoleh pengakuan internasional melalui Best Tourism Villages Upgrade Programme 2025. Meski demikian, peningkatan aktivitas pariwisata belum sepenuhnya menjamin keberlanjutan penghidupan masyarakat lokal. Penelitian ini bertujuan merumuskan strategi peningkatan penghidupan masyarakat berbasis Sustainable Livelihoods Framework for Tourism (SLFT) di Desa Wisata Adat Osing Kemiren. Penelitian menggunakan pendekatan kuantitatif dengan metode deskriptif dan eksplanatif. Data diperoleh melalui survei, observasi, dan dokumentasi, kemudian dianalisis menggunakan statistik deskriptif dan Structural Equation Modeling–Partial Least Square (SEM-PLS). Analisis dilakukan terhadap dimensi livelihood assets, livelihood strategy, dan livelihood outcomes. Hasil penelitian menunjukkan bahwa kondisi penghidupan masyarakat berada pada kategori cukup baik hingga baik, terutama didukung oleh kuatnya modal sosial dan budaya lokal. Modal sosial dan kelembagaan berpengaruh signifikan terhadap strategi penghidupan, sedangkan strategi penghidupan berpengaruh positif terhadap hasil penghidupan berkelanjutan. Diversifikasi usaha, kolaborasi antar aktor, dan penguatan kapasitas masyarakat menjadi strategi utama untuk meningkatkan ketahanan masyarakat terhadap risiko perubahan iklim dan dinamika pariwisata.

Tourism village development has become an important strategy for achieving sustainable tourism while enhancing the well-being of local communities through economic, social, environmental, and institutional improvements. However, the sustainability of local livelihoods remains challenged by climate change, destination carrying capacity limitations, and inadequate institutional and human resource capacities. Osing Kemiren Traditional Tourism Village in Banyuwangi Regency is one of Indonesia’s leading tourism destinations that has experienced significant growth in tourist arrivals and gained international recognition through the Best Tourism Villages Upgrade Programme 2025. Nevertheless, the expansion of tourism activities does not automatically guarantee sustainable livelihood outcomes for local communities. This study aims to formulate livelihood enhancement strategies based on the Sustainable Livelihoods Framework for Tourism (SLFT) in Osing Kemiren Traditional Tourism Village. A quantitative approach employing descriptive and explanatory methods was adopted. Data were collected through surveys, observations, and documentation, and analyzed using descriptive statistics and Structural Equation Modeling–Partial Least Squares (SEM-PLS). The analysis focused on the relationships among livelihood assets, livelihood strategies, and livelihood outcomes. The findings indicate that the livelihood conditions of local communities are generally categorized as moderate to high, supported primarily by strong social capital and local cultural resources. Social and institutional capital significantly influence livelihood strategies, while livelihood strategies have a positive and significant effect on sustainable livelihood outcomes. Business diversification, stakeholder collaboration, and community capacity strengthening emerge as key strategies for improving community resilience to climate-related risks and tourism dynamics. These findings highlight the importance of optimizing livelihood assets through adaptive livelihood strategies to support sustainable tourism development and long-term community well-being in tourism villages.
