Abstract

Pemerintah dituntut melakukan inovasi dalam penyelenggaraan Pemerintahan yang lebih baik untuk memberikan pelayanan kepada masyarakat. Salah satu pangkal dari munculnya inovasi pada bidang pemerintahan yaitu pengembangan sistem pemerintahan berbasis elektronik. Pegawai Aparatur Sipil Negara sebagai pelaksana pemerintahan menjadi faktor penting untuk proses sebaran inovasi dan memiliki peranan yang kuat dalam keberhasilan ataupun kegagalan penerapan sistem pemerintahan berbasis elektronik. Adopsi inovasi telah banyak dipelajari sejak Everett M. Rogers mengenalkan teori diffusion of innovation pada tahun 1962. Teori ini menjelaskan terdapat 5 kategori adopter pada suatu kelompok sosial dengan masing-masing karakter dan persentase serta model kurva adopter yang menggambarkan bagaimana inovasi menyebar dimulai dari tingkat adopsi yang rendah sebesar dari 2,5% populasi yang mengadopsi pertama kali (Inovator), kemudian bertambah secara bertahap sebesar 13,5% (pengadopsi awal), hingga mencapai puncak dengan tambahan pengguna tertinggi sebesar 34% (mayoritas awal), kemudian mengalami penuruan pada 34% (mayoritas akhir) berikutnya dan yang paling terakhir terjadi penurunan dalam mengadopsi suatu inovasi yaitu 16% (terlambat). Penelitian ini mengusulkan pengembangan model adopter inovasi khususnya pada aplikasi sistem pemerintahan berbasis elektronik berupa sistem informasi manajemen kepegawaian oleh pegawai aparatur sipil negara pada Pemerintah Provinsi Kalimantan Selatan. Penelitian ini dirancang menggunakan metode etnografi dengan teknik pengambilan data pada log aktivitas pengguna sistem informasi manajemen kepegawaian dan wawancara terhadap adopter terpilih. Berdasarkan hasil pengamatan data log aktivitas pengguna dan hasil wawancara kepada 38 Informan dihasilkan pengembangan model adopter sistem pemerintahan berbasis elektronik.

Innovation has spread not only in the business domain but also in the bureaucratic domain. The government must innovate for better governance in providing services to the community. One of the origins of the emergence of innovation in government is the development of e-government. Government Employees as government implementers are an essential factor for spreading innovation and have a vital role in the success or failure of implementing an electronic-based government system. Adoption of innovation has been widely studied since Everett M. Rogers introduced the theory of diffusion of innovation in 1962. This theory explains that there are five categories of adopters in a social group with each character and percentage and an adopter curve model that describes how innovation spreads starting from the level of adoption. Low of 2.5% of the population who adopted the first time (innovators), then increased gradually by 13.5% (early adopters), until reaching a peak with the highest additional users of 34% (early majority), then decreased in the next additional 34% (late majority) decreased in adopting innovation, namely 16% (laggard). This study proposes developing an innovation adopter model, especially in the application of an electronic-based government system in the form of a personnel management information system by government employees in the South Kalimantan Provincial Government. This study used ethnographic methods with data collection techniques on user activity logs of personnel management information systems and interviews with selected adopters. Based on the initial observations on the user activity log, it was found that there were differences in the adopter model curve for the adoption process between the innovation diffusion theory and the results of the user activity log observations where on the user activity log curve, the adopter model curve of the personnel management information system showed the high number of users at the beginning of the innovation distribution later decreases until it reaches the entire population.
