Abstract
Risiko proyek penting untuk diidentifikasi dan dinilai guna mengembangkan tanggapan risiko yang tepat untuk meminimalkan ancaman proyek. Identifikasi penyebab keterlambatan maupun penilaian risiko keterlambatan telah menarik minat banyak peneliti, terutama di proyek konstruksi. Sayangnya, publikasi mengenai topik ini dibidang pemeliharaan cukup terbatas. Padahal, proyek ini juga berisiko mengalami keterlambatan karena memiliki pekerjaan dengan kompleksitas yang tinggi dan waktu penyelesaian yang terbatas. Sehingga, penelitian ini ingin mengisi celah yang ada dengan mengembangkan model penilaian risiko keterlambatan proyek pemeliharaan pada pembangkit listrik di daerah terpencil. Studi kasus untuk mewakili topik penelitian ini akan dilakukan di tiga PLTMG di Nusa Tenggara dengan tujuan utamanya ialah mengidentifikasi potensi risiko keterlambatan proyek di ketiga pembangkit tersebut, melakukan penilaian terhadap risiko yang teridentifikasi untuk menentukan risiko kritis dan membuat tanggapan risiko. Risiko diidentifikasi dengan meninjau literatur dan WBS dan disintesis berdasarkan pertimbangan ahli. Risiko teridentifikasi tersebut akan dinilai menggunakan pendekatan fuzzy dan ditemukan jika resiko kritisnya adalah resiko kurangnya tenaga kerja yang terlatih dan berpengalaman, keterlambatan pengiriman material dan peralata, komunikasi dan koordinasi yang buruk antara kontraktor dan klien, ketidaktersedianya material di toko lokal dan ketidaklengkapan material yang diterima. Beberapa tanggapan risiko tersedia pada penelitian ini, antara lain memperketat kualifikasi pada lowongan pekerjaan, mengadakan pelatihan rutin atau sesi diskusi sebelum pelaksanaan proyek, dan memiliki stok untuk material darurat di gudang pusat.

Project risk is necessary to be identified and assessed for developing an appropriate risk response to minimize the project threats. Causing delay factor identification and delay risk assessment has attracted the interest of many researchers, especially in construction projects. Unfortunately, the publication on this topic for maintenance projects is limited. Whereas, maintenance projects also have risks of project delay due to the high complexity of work and limited completion time. Therefore, this research aims to fill the existing research gap by developing a delay risk assessment for maintenance projects in the power plant located in remote areas. A case study to represent this research topic will be undertaken at three PLTMGs in Nusa Tenggara with the main research objectives are identifying the potential delay risks for maintenance projects in those power plants, determining the critical risks by assessing the identified risks, and developing risk response. Risks were identified through literature and WBS review and synthesized based on expert judgment. These risks were assessed by using a fuzzy approach and found that the critical risks are risks of lack of skilled and experienced manpower, delay in material and equipment delivery, poor communication and coordination between the contractor and the client, unavailability of materials in the local market, and incomplete material received. Several risk responses are provided in this research, such as strengthening the qualification of the job vacancy, having regular training or sharing sessions before the project execution, and having a stock of emergency spare parts in the central warehouse.
