Abstract

Proyek pengadaan kereta baru di Indonesia maupun mancanegara menjadi penting dalam memenuhi kebutuhan transportasi yang semakin tinggi. Dari seluruh proyek pengadaan kereta pada PT INKA (Persero) selama 5 tahun terakhir, didapatkan adanya keterlambatan yang ditunjukkan dengan perbedaan lead time perencanaan dan realisasi sebesar 35,58% rata - rata keterlambatan (perubahan schedule dari perencanaan awal). Dengan mempertimbangkan adanya perubahan struktur organisasi serta aturan pendukung fungsi risiko berpotensi menjadi salah satu penyebab keterlambatan proyek kereta berpenggerak. Apabila keterlambatan terus berlangsung maka akan berdampak pada pembayaran, keberhasilan proyek, dan pada potensial proyek kedepannya. Oleh karena itu, penilaian pengembangan risiko menjadi penting dilakukan untuk proses pengadaan kereta baru guna menentukan langkah mitigasi yang diperlukan. Penelitian ini bertujuan untuk menyusun strategi mitigasi terhadap potensi risiko dengan mengadopsi pada proses pengadaan kereta berpenggerak pada tahun 2018 – 2022. Penelitian ini melalui 3 tahapan, yang diawali dengan proses identifikasi potensi rissiko , kemudian analisa melalui metode Failure Mode and Effect Analysis (FMEA) dan Focus Group Discussion (FGD). Dari hasil strategi mitigasi yang telah didapatkan, dalam menentukan prioritas mitigasi dilakukan metode Analytical Hierarchy Process (AHP). Hasil data didapatkan melalui proses wawancara kepada responden yang memiliki pengaruh dan role pada proyek pengadan kereta berpenggerak.Hasil dari penilitian ini didapatkan empat risiko dominan pada setiap tahap pengadaan kereta berpenggerak diantaranya yaitu risiko approval (terhadap customer) yang lama , Kurangnya koordinasi antar unit / anak perusahaan , kekurangan dan keterlambatan kedatangan komponen, dan jumlah tenaga kerja belum sesuai dengan kebutuhan. Dalam melakukan penanganan risiko yaitu risk reduction, alternatif yang diambil adlaah dengan melakukan Technical Training kepada unit atau afiliasi secara berkala. Sehingga potensi terjadinya risiko menjadi berkurang dan dapat dicegah sehingga risiko proyek kereta berpenggerak dapat diselesaikan sesuai tepat waktu.

Rolling stock projects in Indonesia and abroad have become important in meeting the growing demand for transportation. Considering rolling stock projects at PT INKA (Persero) for the last 5 years, there were delays as indicated by the difference in lead time of planning and realization of 35.58% - the average delay. Considering the changes in organizational structure factors in the pattern of communication within the company as well as regulations supporting the risk function can potentially be one of the causes of delays in the powered train project. If the delay continues, it will have an impact on payments, the success of the project, and have an impact on the potential of the project in the future. Therefore, it is important to carry out a risk assessment development for the rolling stock procurement process in order to determine the necessary mitigation steps. This study aims to be able to develop a mitigation strategy for the potential risks that occur by adopting the process of procuring powered rolling stock in 2018 – 2022.This research went through 3 stages, which began with the process of identifying potential risks, analyzing the risks using the Failure Mode and Effects Analysis (FMEA) method, and identifying mitigation strategies through Focus Group Discussions (FGD). From the results of the mitigation strategy that has been obtained, the Analytical Hierarchy Process (AHP) method is used to determine mitigation priorities. The results of the data obtained through the FGD interview process and questionnaires to 5 respondents who have an influence and role in the procured rolling stock project.The results of this study obtained 4 priority risks at each stage of the procurement of driven trains including the old approval risk (to the customer) (RPN value of 38.98) with 4 mitigation strategies, Lack of coordination between units / subsidiaries with a RPN value of 34.24 with 4 mitigation strategies, shortages and delays in the arrival of components (RPN value of 25.62) with 6 mitigation strategies, and the number of workers not in accordance with needs (RPN value of 25.43) with 5 mitigation strategies. With the results of this study, the potential for risk is reduced and can be prevented so that the risk of the powered rolling stock project can be completed on time.
