Abstract

Kompleks Candi Penataran merupakan salah satu tangible cultural heritage yang ada di Indonesia dan telah melewati tiga masa kerajaan Hindu utama, yakni Kerajaan Kediri, Singosari, dan Majapahit. Di tengah tantangan modernisasi, globalisasi, dan dampak pandemi Covid-19, masyarakat mengalami penurunan minat terhadap warisan budaya, khususnya Candi Penataran. Upaya pelestarian selama ini masih didominasi oleh Badan Pelestarian Kebudayaan Wilayah Sebelas (BPK XI) tanpa keterlibatan masyarakat Desa Penataran secara optimal. Penelitian ini bertujuan menganalisis strategi pengelola dalam meningkatkan pelibatan masyarakat serta mengidentifikasi tantangan yang dihadapi melalui perspektif participatory heritage management dan social inclusion. Penelitian menggunakan metode kualitatif dengan pendekatan fenomenologi. Pengumpulan data dilakukan melalui observasi non-partisipan, wawancara semi-terstruktur, studi literatur, dan dokumentasi. Informan pada penelitian ini terbagi menjadi dua kategori yaitu informan utama dan pendukung. Informan utama yaitu pemimpin Badan Pengurus Harian. Informan pendukung meliputi pemimpin Divisi Layanan dan Edukasi, Divisi Pemeliharaan dan Konservasi, perwakilan perangkat pemerintah Desa Penataran, dan perwakilan ekonomi kreatif. Hasil penelitian menunjukkan bahwa strategi pengelola mencakup empat pendekatan, yaitu pendekatan edukatif melalui edukasi sejarah dan place-based learning, integrasi kegiatan ekonomi-sosial-budaya melalui ekonomi kreatif dan pemberdayaan UMKM, fasilitasi layanan dan informasi melalui forum formal, digitalisasi, dan media visualisasi inklusif, serta kolaborasi lintas sektor bersama pemerintah desa, pemerintah kabupaten, Pokdarwis, dan Karang Taruna. Adapun tantangan yang diidentifikasi mencakup sikap pasif masyarakat, minimnya literasi sejarah, vakumnya kelembagaan lokal, konflik antara pengelola dengan masyarakat terkait penataan ruang perdagangan, serta konflik antarmasyarakat akibat tidak aktifnya paguyuban pedagang.

The Penataran Temple Complex is one of Indonesia's most significant tangible cultural heritage sites, having endured across three major Hindu kingdoms the Kediri, Singosari, and Majapahit dynasties. Amid growing pressures of modernization, globalization, and the prolonged impact of the Covid 19 pandemic, public interest in cultural heritage, particularly Candi Penataran, has declined markedly. Conservation efforts to date have been largely dominated by the Cultural Preservation Agency of Region Eleven (BPK XI), with limited meaningful involvement from the local community of Penataran Village. This study aims to analyze the strategies employed by heritage managers in fostering greater community engagement and to identify the challenges encountered, examined through the lenses of participatory heritage management and social inclusion.The study employs a qualitative methodology with a phenomenological approach. Data were collected through non-participant observation, semi-structured interviews, literature review, and documentation. Informants comprised two categories: primary informants, namely the head of the Daily Executive Board, and supporting informants, including the heads of the Service and Education Division, the Maintenance and Conservation Division, village government representatives, and creative economy stakeholders.The findings reveal four principal managerial strategies: an educative approach through historical education and place-based learning; integration of economic, social, and cultural activities via creative economy development and MSME empowerment; facilitation of services and information through formal forums, digitalization, and inclusive visual media; and cross-sector collaboration involving the village government, district government, Pokdarwis, and Karang Taruna. Challenges identified include passive community attitudes, low historical literacy, dormant local institutions, spatial conflicts over trading area arrangements, and inter-community tensions stemming from the inactivity of the traders' association.
