Abstract

Risiko adalah peristiwa atau kondisi yang tidak pasti yang jika terjadi dapat berdampak positif atau negatif pada satu atau lebih tujuan proyek. Beberapa proyek EPC Pembangkit Listrik terdahulu di Indonesia terjadi berbagai hambatan dalam proses pengerjaannya, yang mengakibatkan pembengkakan biaya, kualitas jelek dan keterlambatan waktu pelaksanaan proyek. Sejak dari dimulainya proyek sudah banyak ditemukan hasil pekerjaan yang tidak sesuai dengan permintaan kontrak. Hal ini menyebabkan cost over-run dan keterlambatan proyek. Metode penilaian risiko ini berdasarkan ISO 31010:2016 dan standar praktis Project Management Institute. Proses identifikasi risiko dilakukan dengan brainstorming dan penggunaan Matriks Konsekuensi/ Probabilitas untuk melakukan analisi risiko dan sedangkan penentuan respon risiko dilakukan dengan metode Bow Tie Analysis. Penelitian ini merupakan studi kasus dengan pendekatan kualitatif dilakukan dengan Focus Group Discussion dengan tim proyek yang terdiri pemilik proyek (Owner) dan Project management Consultant. Hasil yang didapatkan adalah 30 kejadian yang dianggap memberikan dampak negatif pada proyek XYZ. Hasil dari evaluasi event dijadikan sebagai masukan untuk mengidentifikasi risiko dan didapat 55 risk register yang kemudian dilakukan pengukukuran probabilitas dan konsekuensi untuk diketahui tingkat risikonya. Hasil analisis risiko diperoleh 7 variabel risiko dominan dan 5 risiko diantaranya dengan tingkat risiko tertinggi yaitu emergency and response plan belum ditetapkan, Personel yang bekerja pada kegiatan kritis tanpa health and safety training yang lengkap, jadwal procurement belum jelas, jadwal proyek mungkin tidak selaras,dan procurement plan belum dibuat. Selain itu rencana respon risiko yang ditentukan sebanyak 87 prevention control dan 88 mitigation & recovery control dengan prioritas respon risiko untuk risiko tertinggi diantaranya kontraktor EPC membuat emergency response plan, harus memiliki daftar lisensi semua operator yang bekerja, untuk menyelesaikan procurement schedule, mengirimkan consolidation schedule, menyelesaikan procurement plan.

A risk is an uncertain event or condition that if it occurs could have a positive or negative impact on one or more project objectives. Several previous EPC Power Plant projects with Contractors and Suppliers from China encountered various obstacles during execution, which resulted in cost overruns, poor quality, and delays in project implementation time. Since the beginning of the project, many work results have been found that are not in accordance with the contract requirements. In addition, based on project data found basic engineering design errors and many design changes from the previous design, as well as delays in the issuance which had an impact on the next stages such as procurement and construction. This causes cost over-run and project delays. The research method in risk analysis is based on ISO 31010:2016 and the Standard Practice of Project Management Institute (PMI). The risk identification process is carried out by brainstorming and the Consequence/Probability Matrix is used to perform risk analysis. Determination of risk response is carried out using the Bow Tie Analysis method. This research is a case study on the XYZ Project with a qualitative approach carried out by Focus Group Discussion (FGD) with a project team consisting of the Owner and Project Management Consultant (PMC). The results obtained are 30 events that are considered to have a negative impact on the XYZ Project. The results of the event evaluation are used as input to identify risks and 55 risk registers are obtained which are then measured for probabilities and consequences to determine the level of risk. The results of risk analysis obtained 7 dominant risk variables and 5 risks including those with the highest risk level, namely the emergency and response plan has not been determined, personnel working on critical activities without complete health and safety training, and procurement schedule is not yet clear, the project schedule may not be aligned, procurement plan has not been made. In addition, there are 87 preventive control risk response plans and 88 mitigation & recovery risk controls with risk response priority for the highest risk, such as The EPC Contractor to develop the emergency response plan, have a register of all operator’s work license, to finalize and disclosed the procurement schedule, submit consolidation schedule, and finalize the procurement plan.
