Abstract

Penelitian ini bertujuan untuk menganalisis dan menentukan strategi sistem pergudangan material cadang yang paling optimal pada Unit Transmisi PT PLN (Persero) melalui perbandingan tiga konfigurasi utama, yaitu desentralisasi, sentralisasi, dan hybrid. Ketiga strategi tersebut memiliki karakteristik berbeda dalam memengaruhi keandalan penyediaan material, efisiensi biaya logistik, serta kualitas layanan operasional, khususnya dalam mendukung percepatan pemulihan gangguan sistem tenaga listrik. Pendekatan penelitian dilakukan dengan mengolah data operasional yang meliputi service level, lead time distribusi, risiko stockout, biaya logistik, kapasitas dan utilisasi gudang, serta fleksibilitas operasional. Selanjutnya, metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan bobot kepentingan kriteria berdasarkan penilaian tujuh orang expert, sedangkan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) digunakan untuk menentukan peringkat alternatif strategi. Hasil penelitian menunjukkan bahwa risiko stockout memiliki bobot tertinggi, diikuti oleh service level dan lead time distribusi, sementara biaya logistik memiliki bobot terendah. Hal ini mengindikasikan bahwa dalam konteks operasional PLN sebagai infrastruktur kritis, aspek keandalan sistem lebih diprioritaskan dibandingkan efisiensi biaya. Berdasarkan hasil TOPSIS, strategi hybrid memiliki nilai kedekatan relatif tertinggi terhadap solusi ideal, sehingga menjadi alternatif yang paling direkomendasikan. Penelitian ini menunjukkan bahwa strategi pergudangan yang optimal adalah strategi yang mampu memberikan keseimbangan antar kriteria, serta mendukung pergeseran paradigma dari efisiensi biaya menuju keandalan sistem dalam pengelolaan material cadang.

This study aims to analyze and determine the most optimal warehouse system strategy for spare parts management at the Transmission Unit of PT PLN (Persero) by comparing three main configurations: decentralized, centralized, and hybrid systems. Each strategy has distinct characteristics in influencing material availability reliability, logistics cost efficiency, and operational service quality, particularly in supporting rapid recovery during power system disturbances. The research approach involves Processing operational data, including service level, distribution lead time, stockout risk, logistics costs, warehouse capacity and utilization, and operational flexibility. The Analytical Hierarchy Process (AHP) is employed to determine the relative importance of each criterion based on the judgments of seven experts, while the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is used to rank the alternative strategies. The results indicate that stockout risk has the highest priority weight, followed by service level and distribution lead time, while logistics cost has the lowest weight. This finding suggests that, within the context of PLN as a critical infrastructure, system reliability is prioritized over cost efficiency. Based on the TOPSIS results, the hybrid strategy achieves the highest relative closeness to the ideal solution, making it the most recommended alternative. Overall, this study demonstrates that the optimal warehouse strategy is not the one that excels in a single criterion, but rather the one that provides the best balance among multiple conflicting criteria, supporting a paradigm shift from cost-oriented to reliability-oriented spare parts management.
