Abstract

Pelaksanaan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) merupakan salah satu aspek penting dalam menjamin keselamatan pekerja serta mendukung kelancaran operasional pada proyek ketenagalistrikan. Oleh karena itu, kegiatan magang industri di PT PLN Nusantara Power Services dilaksanakan untuk mempelajari sekaligus menganalisis penerapan SMK3 pada Proyek PLTU Ketapang. Selain melakukan evaluasi implementasi SMK3 berdasarkan Peraturan Pemerintah Nomor 50 Tahun 2012, penulis juga terlibat dalam penyusunan berbagai dokumen keselamatan kerja yang digunakan perusahaan. Metode yang digunakan dalam penyusunan laporan ini adalah metode deskriptif kualitatif melalui observasi lapangan, wawancara, studi literatur, dan analisis dokumen menggunakan checklist SMK3 sesuai PP Nomor 50 Tahun 2012. Kegiatan yang dilakukan meliputi analisis tingkat penerapan SMK3, penyusunan Job Safety Analysis (JSA), Instruksi Kerja (IK), Safety Work Procedure (SWP), serta pemeriksaan ketersediaan dan kelayakan Alat Pelindung Diri (APD) dan Alat Pemadam Api Ringan (APAR). Hasil evaluasi menunjukkan bahwa tingkat pemenuhan penerapan SMK3 pada kategori tingkat awal sebesar 72%, kategori transisi sebesar 70%, dan kategori lanjutan sebesar 71%, sehingga implementasi SMK3 di PT PLN Nusantara Power Services telah berjalan dengan baik, meskipun masih diperlukan peningkatan pada beberapa elemen untuk mencapai penerapan yang lebih optimal. Selain itu, pemeriksaan APD dan APAR menemukan beberapa ketidaksesuaian, seperti APAR yang telah habis isi, tidak memiliki pressure gauge, dan tidak dilengkapi informasi masa kedaluwarsa. Secara keseluruhan, kegiatan magang ini memberikan pengalaman praktis dalam penerapan sistem manajemen keselamatan kerja sekaligus meningkatkan kompetensi penulis dalam identifikasi bahaya, penilaian risiko, serta penyusunan dokumen K3 sesuai standar perusahaan.

The implementation of the Occupational Safety and Health Management System (OSHMS) is an essential aspect of ensuring worker safety and supporting operational effectiveness in power plant projects. Therefore, the industrial internship at PT PLN Nusantara Power Services was conducted to study and analyze the implementation of the Occupational Safety and Health Management System (OSHMS) in the Ketapang Steam Power Plant (PLTU Ketapang) Project. In addition to evaluating the implementation of OSHMS based on the Government Regulation of the Republic of Indonesia No. 50 of 2012, the author also participated in the preparation of various occupational safety documents used by the company. The report was prepared using a descriptive qualitative method through field observations, interviews, literature review, and document analysis based on the OSHMS checklist stipulated in Government Regulation No. 50 of 2012. The internship activities included analyzing the level of OSHMS implementation, preparing Job Safety Analysis (JSA), Work Instructions (WI), Safety Work Procedures (SWP), and inspecting the availability and condition of Personal Protective Equipment (PPE) and Portable Fire Extinguishers (PFE). The evaluation results showed that the implementation level of OSHMS achieved 72% for the initial category, 70% for the transition category, and 71% for the advanced category. These findings indicate that the implementation of OSHMS at PT PLN Nusantara Power Services has been carried out satisfactorily, although improvements are still required in several elements to achieve a more comprehensive implementation. Furthermore, the inspection of PPE and Portable Fire Extinguishers identified several non-conformities, including discharged extinguishers, missing pressure gauges, and the absence of expiration date information. Overall, this industrial internship provided practical experience in implementing occupational safety management systems while enhancing the author's competence in hazard identification, risk assessment, and the preparation of occupational safety documents in accordance with company standards.
