Abstract

Earned Value Management merupakan salah satu teknik manajemen proyek yang digunakan untuk mengukur dan menilai kemajuan dari keberlangsungan suatu proyek berdasarkan parameter krusial yaitu waktu dan biaya. Salah satu permasalahan dalam melakukan evaluasi terkait variabel waktu dan biaya adalah adanya perbandingan antara nilai- nilai yang telah ditentukan oleh proyek dengan perkiraan performansi hingga proyek berakhir. Kasus pada proyek akhir kali ini mengangkat topik terkait analisa waktu dan biaya pada pembangungan proyek Gedung DPRD Balai Pemuda Kota Surabaya. Gedung DPRD Balai Pemuda Surabaya merupakan salah satu bentuk rekonstruksi dari masjid pada area kompleks Balai Pemuda yang kemudian akan berfungsi sebagai kantor baru dari anggota DPRD Surabaya. Tujuan penelitian ini adalah untuk menganalisis perhitungan waktu dan biaya menggunakan metode Earned Value Management. Hasil analisa menunjukkan bahwa pada minggu ke-31, parameter waktu proyek memiliki nilai SV sebesar – Rp7.693.792.147 dan SPI sebesar 0,4390 yang menunjukkan bahwa proyek mengalami keterlambatan dan akan diproyeksikan terlambat sebesar 10 minggu. Sedangkan parameter biaya proyek memiliki nilai CV sebesar – Rp23.739.067 dan CPI sebesar 0,9961 yang menunjukkan bahwa proyek mengalami pembengkakan biaya dan akan diproyeksikan defisit sebesar Rp23.739.067.

Earned Value Management is one of the project management techniques used to measure and assess the progress of the sustainability of a project based on crucial parameters, namely time and cost. One of the problems in evaluating the time and cost variables is comparing the values determined by the project and the estimated performance until the project ends. The case in this final project raised the topic of time and cost analysis in the construction of the Gedung DPRD Balai Pemuda Surabaya project. Gedung DPRD Balai Pemuda Surabaya is a form of reconstruction of the mosque in the Balai Pemuda complex area, which will then function as the new office of the DPRD Surabaya members. The purpose of this study was to analyze the calculation of time and cost using the Earned Value Management method. The analysis results show that in the 31st week, the project time parameter has an SV value of – Rp. 7.693.792.147 and SPI of 0,4390 indicate that the project has been delayed and will be projected to be delayed by 10 weeks. While the project cost parameter has a CV value of – Rp.23.739.067 and a CPI of 0,9961, which indicates that the project is experiencing cost overruns and a projected deficit of Rp23.739.067.
