Abstract

Kota Denpasar menargetkan peningkatan cakupan pelayanan air minum menjadi 54,03% pada tahun 2029 sesuai dengan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kota Denpasar Tahun 2025–2029. Namun, berdasarkan kondisi eksisting, cakupan pelayanan Perumda Air Minum Tirta Sewakadarma baru mencapai 51,83% dengan tingkat kehilangan air (Non-Revenue Water / NRW) sebesar 35,96%. Selain itu, pertumbuhan penduduk dan peningkatan kebutuhan air minum berpotensi menimbulkan kesenjangan antara kapasitas sistem eksisting dengan kebutuhan pelayanan di masa mendatang. Kondisi tersebut menunjukkan perlunya kajian teknis untuk mengidentifikasi permasalahan pelayanan air minum serta merumuskan strategi yang mampu mendukung pencapaian target pelayanan secara berkelanjutan. Penelitian ini bertujuan untuk menganalisis kinerja teknis eksisting sistem pelayanan air minum Perumda Air Minum Tirta Sewakadarma Kota Denpasar, mengidentifikasi hambatan teknis dan non-teknis yang memengaruhi peningkatan cakupan pelayanan, serta menyusun kebutuhan dan strategi peningkatan pelayanan air minum hingga tahun 2029. Metode penelitian yang digunakan adalah deskriptif-analitis dengan memanfaatkan data primer berupa survei terhadap 100 calon pelanggan serta data sekunder yang meliputi kapasitas produksi, sistem distribusi, data pelanggan, tingkat kehilangan air, dan dokumen perencanaan terkait. Analisis dilakukan melalui evaluasi sistem produksi dan distribusi, identifikasi permasalahan teknis lapangan, analisis persepsi calon pelanggan, serta proyeksi kebutuhan pelayanan air minum hingga tahun 2029. Hasil penelitian menunjukkan bahwa kapasitas produksi eksisting sebesar 1.277,48 L/s masih mampu memenuhi kebutuhan pelayanan hingga tahun 2026, namun diproyeksikan mengalami defisit mulai tahun 2027 dan meningkat hingga tahun 2029 apabila tidak dilakukan intervensi teknis. Selain itu, hambatan utama peningkatan pelayanan meliputi tingginya tingkat NRW, kondisi jaringan perpipaan yang telah berumur, tekanan distribusi yang belum merata, keterbatasan informasi masyarakat terkait layanan perpipaan, serta biaya sambungan rumah yang masih menjadi pertimbangan calon pelanggan. Berdasarkan hasil analisis, pencapaian target cakupan pelayanan 54,03% pada tahun 2029 dapat dilakukan melalui strategi reduksi NRW, peningkatan kapasitas produksi, optimalisasi jaringan distribusi, serta program sosialisasi dan percepatan sambungan rumah baru. Total kebutuhan investasi teknis yang diperlukan untuk mendukung implementasi strategi tersebut diperkirakan sebesar Rp16.972.700.000.

Denpasar City aims to increase its drinking water service coverage to 54.03% by 2029 in accordance with the 2025–2029 Regional Medium-Term Development Plan (RPJMD). However, the existing service coverage of Perumda Air Minum Tirta Sewakadarma has only reached 51.83%, while the level of Non-Revenue Water (NRW) remains relatively high at 35.96%. Furthermore, population growth and increasing water demand are expected to create a gap between the existing system capacity and future service requirements. These conditions indicate the need for a comprehensive technical assessment to identify service-related challenges and formulate strategies capable of supporting sustainable drinking water service expansion. This study aims to evaluate the technical performance of the existing drinking water supply system operated by Perumda Air Minum Tirta Sewakadarma, identify technical and non-technical constraints affecting service coverage improvement, and formulate the required strategies and infrastructure needs to achieve the 2029 service target. The study employed a descriptive-analytical approach using primary data collected through surveys of 100 prospective customers and secondary data consisting of production capacity records, distribution system data, customer statistics, NRW data, and relevant planning documents. The analysis included evaluation of production and distribution systems, identification of field technical issues, assessment of prospective customers’ perceptions, and projection of drinking water demand up to 2029. The results indicate that the existing production capacity of 1,277.48 L/s is sufficient to meet service demand until 2026. However, a supply deficit is projected to occur starting in 2027 and continue to increase through 2029 if no technical interventions are implemented. The main challenges identified include the high NRW rate, aging pipeline infrastructure, uneven distribution pressure, limited public awareness regarding piped water services, and the connection fee that remains a consideration for prospective customers. Based on the analysis, achieving the target service coverage of 54.03% by 2029 requires the implementation of NRW reduction programs, production capacity enhancement, distribution network optimization and expansion, as well as public outreach and acceleration of new household connections. The total technical investment required to support these strategies is estimated at IDR 16.97 billion.
