Abstract
Garam merupakan salah satu komoditas strategis nasional yang memiliki peranan penting dalam mendukung berbagai sektor industri. Namun, saat ini Indonesia masih bergantung pada impor untuk memenuhi kebutuhan garam industri akibat keterbatasan produksi garam lokal yang belum memenuhi standar mutu industri. Oleh karena itu, dirancang pendirian pabrik garam industri dari air laut yang berlokasi di Kecamatan Kalianget, Kabupaten Sumenep, Jawa Timur, dengan kapasitas produksi sebesar 22.500 ton per tahun guna mendukung pemenuhan kebutuhan garam industri nasional. Bahan baku utama yang digunakan pada pabrik ini adalah air laut dengan proses terpilih berupa kombinasi metode Sea Water Reverse Osmosis (SWRO) dan Osmotically Assisted Reverse Osmosis (OARO). Secara umum, proses produksi dibagi menjadi tiga tahapan utama, yaitu unit pemurnian bahan baku, unit penguapan-pengkristalan-pengeringan, serta unit pengendalian produk. Produk utama yang dihasilkan berupa garam industri dengan kemurnian NaCl sebesar 98% sesuai dengan standar SNI 8207:2016. Pabrik dirancang beroperasi secara kontinu selama 24 jam per hari dengan waktu operasi 330 hari per tahun. Berdasarkan analisis ekonomi, pendirian pabrik ini membutuhkan modal tetap sebesar Rp 129.072.820.289,06 dan modal kerja sebesar Rp 33.160.698.093,97, sehingga total Capital Expenditure (CAPEX) sebesar Rp 162.233.518.383,02 dengan biaya operasional tahunan (OPEX) sebesar Rp 66.321.396.187,93. Evaluasi kelayakan ekonomi menunjukkan nilai Internal Rate of Return (IRR) sebesar 13,32%, Pay Out Time selama 6,5 tahun, Break Even Point sebesar 30,77% kapasitas, dan Net Present Value (NPV) sebesar Rp 5.186.948.796,44, sehingga pabrik garam industri ini dinyatakan layak untuk didirikan.

Salt is one of Indonesia’s strategic national commodities that plays an essential role in supporting various industrial sectors. However, Indonesia still relies heavily on imports to meet industrial salt demand due to the limited quality of domestic salt production that does not yet fully comply with industrial standards. Therefore, an industrial salt plant utilizing seawater as the main raw material is designed to be established in Kalianget District, Sumenep Regency, East Java, with a production capacity of 22,500 tons per year to support national industrial salt supply. The selected process employs a combining method of Sea Water Reverse Osmosis (SWRO) and Osmotically Assisted Reverse Osmosis (OARO). Overall, the production process is divided into three main units, namely raw material purification, evaporation-crystallization-drying and product control. The main product of the plant is industrial-grade salt with a NaCl purity of 98%, in accordance with SNI 8207:2016. The plant is designed to operate continuously for 24 hours per day with an effective operating time of 330 days per year. Based on the economic analysis, the project requires a fixed capital investment of IDR 129,072,820,289.06 and a working capital investment of IDR 33,160,698,093.97, resulting in a total capital expenditure (CAPEX) of IDR 162,233,518,383.02 and an annual operational expenditure (OPEX) of IDR 66,321,396,187.93. The economic feasibility evaluation indicates an Internal Rate of Return (IRR) of 13.32%, a Pay Out Time of 6.5 years, a Break Even Point of 30.77% of capacity, and a Net Present Value (NPV) of IDR 5,186,948,796.44, demonstrating that the proposed industrial salt plant is economically feasible.
