Abstract

Kota Surabaya merupakan salah satu kawasan perkotaan dengan tingkat kepadatan penduduk yang tinggi serta memiliki potensi ancaman gempa bumi akibat aktivitas Sesar Kendeng Segmen Surabaya dan Segmen Waru. Kondisi tersebut menjadikan ketersediaan lokasi evakuasi yang memadai beserta fasilitas dasar sesuai standar kemanusiaan sebagai aspek penting dalam upaya mitigasi bencana. Penelitian ini bertujuan untuk menganalisis kapasitas tampung dan kebutuhan fasilitas dasar lokasi evakuasi di Kota Surabaya berbasis Sistem Informasi Geografis (SIG) serta mengembangkan WebGIS sebagai media visualisasi hasil analisis. Analisis dilakukan secara kuantitatif dengan memanfaatkan data spasial dan non-spasial serta mengacu pada standar The Sphere Handbook 2018, UNHCR 2024, dan Buku Pedoman BNPB Tahun 2024. Perhitungan dilakukan untuk menentukan kapasitas tampung lokasi evakuasi serta kebutuhan fasilitas dasar, meliputi air bersih, sanitasi, barak, dan dapur umum. Selain itu, dilakukan analisis skenario jumlah penduduk terdampak sebesar 10%, 20%, dan 30% dari total penduduk Kota Surabaya untuk mengevaluasi kemampuan lokasi evakuasi dalam mengakomodasi kebutuhan pengungsian. Hasil penelitian menunjukkan bahwa terdapat 103 lokasi evakuasi dengan total kapasitas sebesar 518.152 orang atau sekitar 17,17% dari total penduduk Kota Surabaya. Distribusi kapasitas lokasi evakuasi masih belum merata, di mana kapasitas yang relatif lebih tinggi cenderung terkonsentrasi pada wilayah pinggiran kota. Berdasarkan analisis skenario, kapasitas evakuasi yang tersedia mampu memenuhi kebutuhan pada skenario 10% penduduk terdampak, namun belum mencukupi pada skenario 20% dan 30%. Hasil penelitian ini menunjukkan bahwa kapasitas evakuasi yang tersedia masih terbatas sehingga diperlukan optimalisasi perencanaan lokasi evakuasi serta peningkatan kapasitas dan fasilitas pendukung untuk mendukung kesiapsiagaan Kota Surabaya dalam menghadapi potensi gempa bumi.

Surabaya City is one of the highly populated urban areas in Indonesia and is potentially exposed to earthquake hazards associated with the Surabaya and Waru segments of the Kendeng Fault. This condition highlights the importance of providing adequate evacuation sites and basic facilities that comply with humanitarian standards as part of disaster mitigation efforts. This study aims to analyze the capacity and basic facility requirements of evacuation sites in Surabaya City using a Geographic Information System (GIS) approach and to develop a WebGIS platform as a medium for visualizing the analysis results. The analysis was conducted quantitatively using both spatial and non-spatial data based on the standards of The Sphere Handbook (2018), UNHCR (2024), and the BNPB Handbook (2024). Calculations were performed to determine the capacity of evacuation sites and the requirements for basic facilities, including clean water, sanitation facilities, shelters, and communal kitchens. In addition, population impact scenarios of 10%, 20%, and 30% of the total population of Surabaya City were analyzed to evaluate the ability of evacuation sites to accommodate displaced residents. The results indicate that there are 103 evacuation sites with a total capacity of 518,152 people, representing approximately 17.17% of the total population of Surabaya City. The distribution of evacuation capacity remains uneven, with relatively higher capacities concentrated in the peripheral areas of the city. Based on the scenario analysis, the existing evacuation capacity is sufficient to accommodate the 10% affected population scenario but is inadequate for the 20% and 30% scenarios. These findings indicate that the existing evacuation capacity is still limited, emphasizing the need to optimize evacuation planning and enhance supporting capacities and facilities to strengthen the disaster preparedness of Surabaya City against potential earthquake hazards.
