Abstract

Kajian ini membahas proses troubleshooting terhadap aspek facility siting pada Central Production Facility (CPF) lapangan produksi darat sebagai upaya meningkatkan keselamatan proses. Evaluasi dilakukan karena fasilitas tersebut menangani fluida hidrokarbon yang mudah terbakar serta beroperasi pada kondisi bertekanan tinggi sehingga memiliki potensi bahaya yang signifikan. Penelitian ini bertujuan mengidentifikasi potensi bahaya, mengevaluasi kesesuaian jarak antarperalatan dan bangunan berdasarkan standar Center for Chemical Process Safety (CCPS), serta menyusun rekomendasi mitigasi untuk mengurangi tingkat risiko. Metode yang digunakan meliputi Hazard Identification (HAZID), analisis kesenjangan, analisis akar penyebab menggunakan diagram fishbone, simulasi konsekuensi dengan perangkat lunak ALOHA, evaluasi efektivitas lapisan pertahanan melalui Swiss Cheese Model (SCM), serta perhitungan Individual Risk (IR). Hasil analisis menunjukkan adanya ketidaksesuaian jarak aktual antara beberapa peralatan proses dan bangunan hunian, terutama pada unit three-phase separator dan condensate tank, dibandingkan dengan ketentuan yang direkomendasikan oleh CCPS. Kondisi tersebut dipengaruhi oleh keterbatasan lahan serta pertimbangan kebutuhan operasional pada tahap perancangan fasilitas. Meskipun demikian, hasil perhitungan menunjukkan bahwa nilai risiko individu masih berada pada tingkat yang dapat diterima sesuai prinsip ALARP (As Low As Reasonably Practicable). Untuk meningkatkan tingkat keselamatan, direkomendasikan penerapan proteksi pasif berupa fire wall dan fireproofing, serta proteksi aktif melalui pemasangan deluge system dan sistem deteksi kebakaran agar risiko sisa dapat ditekan secara lebih efektif.

This study investigates the troubleshooting process of the facility siting aspect at an onshore Central Production Facility (CPF) as an effort to enhance process safety. The evaluation was conducted because the facility handles flammable hydrocarbon fluids and operates under high-pressure conditions, resulting in significant operational hazards. The objectives of this study were to identify potential hazards, evaluate the compliance of separation distances between process equipment and occupied buildings based on the guidelines established by the Center for Chemical Process Safety (CCPS), and propose appropriate mitigation measures to reduce the associated risks. The research methodology integrated Hazard Identification (HAZID), gap analysis, root cause analysis using a fishbone diagram, consequence modeling with ALOHA software, assessment of defense layer effectiveness through the Swiss Cheese Model (SCM), and Individual Risk (IR) calculations. The results revealed that the actual separation distances between several process units and occupied buildings, particularly the three-phase separator and condensate tank, did not comply with the minimum distances recommended by the CCPS. These deviations were primarily attributed to site area limitations and operational design considerations during the facility planning stage. Nevertheless, the calculated individual risk remained within the acceptable range according to the ALARP (As Low As Reasonably Practicable) principle. To further improve process safety, the implementation of passive protection measures, including firewalls and fireproofing, together with active protection systems such as deluge systems and fire detection systems, is recommended to effectively reduce the residual risk.
