Abstract
Utilities Plant pada kilang LNG PT ABC menghadapi tantangan penurunan keandalan akibat faktor aging plant. Di periode 2019–2024 menunjukkan 8 dari 13 kasus kegagalan operasional Unit Pengolahan Utama (Process Trains) dipicu oleh kegagalan area utilitas, mengakibatkan kerugian hingga ratusan miliar rupiah serta risiko keselamatan kerja tinggi. Tetapi, proses penentuan usulan proyek prioritas melalui belanja modal (CAPEX) selama ini masih didominasi oleh indikator finansial, tanpa mempertimbangkan variabel non-finansial lainnya. Penelitian ini bertujuan untuk merubah paradigma pemilihan proyek ke arah pendekatan Multi-Criteria Decision Making (MCDM) guna menentukan prioritas dari 8 alternatif proyek strategis secara objektif . Metodologi penelitian mengintegrasikan model hibrida tiga tahap, meliputi Fuzzy Analytic Hierarchy Process (FAHP) Buckley untuk menentukan bobot 6 kriteria dan 12 sub-kriteria berdasarkan penilaian pakar Operation, Project,& HSE Specialist melalui Focus Disucssion Group. Bobot tersebut diintegrasikan ke dalam metode PROMETHEE II untuk menghasilkan pemeringkatan berdasarkan nilai net flow, serta metode VIKOR untuk memvalidasi solusi kompromi terbaik yang meminimalkan individual regret. Hasil perhitungan pembobotan global Fuzzy AHP menetapkan kriteria Keselamatan (35,06%) dan Keandalan (22,48%) sebagai dua kriteria tertinggi operasional. Hasil metode PROMETHEE II menempatkan proyek Penggantian Trafo HV (A3) pada peringkat pertama (θ= +0,5308) dan Upgrade DCS (A2) pada peringkat kedua (θ= +0,5223). Tetapi, melalui pengujian syarat Acceptable Advantage pada VIKOR, ditemukan selisih nilai indeks kompromi yang rapat antara peringkat pertama dan kedua (Delta Q = 0,0469 < 0,1429). Analisis sensitivitas melalui skenario perubahan bobot pada dua kriteria utama, yaitu Keandalan dan Keselamatan menunjukkan adanya pergeseran minor pada posisi peringkat puncak di batas toleransi minor (±5%), sehingga dua alternatif tersebut saling terkait. Berdasarkan hasil tersebut, penelitian ini memberikan rekomendasi Alternatif A3 (Ganti Trafo HV) dan Alternatif A2 (Upgrade DCS) sebagai co-winners. Secara teknis, integrasi antara kestabilan pasokan energi kelistrikan (Ganti Trafo HV) dan sistem otomasi pusat kendali pengamanan (Upgrade DCS) tidak dapat dipisahkan secara parsial dalam proses operasional Utilities LNG Plant. =======================================================================================================================================
Utilities Plant at PT ABC’s LNG facility is facing declining reliability due to plant aging. Data from 2019–2024 reveals that 8 out of 13 operational failure incidents in the Main Processing Units (Process Trains) were triggered by failures in the utilities area, resulting in losses amounting to hundreds of billions of rupiah and posing significant occupational safety risks. However, the process of selecting priority projects for capital expenditure (CAPEX) has historically been dominated by financial indicators, without accounting for other non-financial variables. This study aims to shift the project selection paradigm toward a Multi-Criteria Decision Making (MCDM) approach to objectively prioritize eight strategic project alternatives. The research methodology integrates a three-stage hybrid model: Buckley’s Fuzzy Analytic Hierarchy Process (FAHP) is used to determine weights for six criteria and twelve sub-criteria based on expert assessments (Operations, Project, and HSE specialists) gathered via Focus Group Discussions. These weights are integrated into the PROMETHEE II method to generate rankings based on net flow values, while the VIKOR method is employed to validate the optimal compromise solution that minimizes individual regret. Global weighting results from the Fuzzy AHP identify Safety (35.06%) and Reliability (22.48%) as the two highest-priority operational criteria. The PROMETHEE II method ranks the HV Transformer Replacement project (A3) first (θ = +0.5308) and the DCS Upgrade (A2) second (θ = +0.5223). However, testing the Acceptable Advantage condition in VIKOR reveals a narrow margin between the compromise index values of the top two ranked projects (Delta Q = 0.0469 < 0.1429). Sensitivity analysis conducted by varying the weights of the two primary criteria (Reliability and Safety) shows only minor shifts in the top ranking position within a narrow tolerance range (±5%), indicating a close relationship between these two alternatives. Based on these results, this study recommends Alternative A3 (HV Transformer Replacement) and Alternative A2 (DCS Upgrade) as co-winners. From a technical standpoint, the integration of stable electrical energy supply (HV Transformer Replacement) and the safety control system (DCS Upgrade) cannot be treated in isolation during the operational processes of the LNG plant utilities.
