Abstract
Fenomena upwelling merupakan proses naiknya massa air dari dasar perairan ke permukaan yang dapat menurunkan kadar oksigen dan memicu kematian ikan secara massal. Fenomena ini terjadi di Telaga Ngebel, Kabupaten Ponorogo, dan memberikan dampak yang berbeda terhadap masyarakat sesuai dengan karakteristik mata pencaharian serta tingkat ketergantungan mereka terhadap telaga sebagai sumber penghidupan. Bagi pembudidaya ikan, upwelling menyebabkan kerugian ekonomi, sedangkan bagi kelompok masyarakat lainnya, fenomena tersebut dapat memberikan manfaat ekonomi melalui aktivitas usaha yang tetap berlangsung di sekitar Telaga Ngebel. Penelitian ini bertujuan untuk menganalisis social resilience masyarakat lokal dalam menghadapi fenomena upwelling serta mengidentifikasi strategi adaptasi dan mitigasi yang dilakukan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan Social Resilience Framework. Hasil penelitian menunjukkan bahwa masyarakat lokal memiliki social resilience yang tercermin dalam lima dimensi, yaitu social structure, social capital, social competence, social equity, dan social beliefs. Ketahanan sosial tersebut didukung oleh kerja sama, dukungan sosial, partisipasi masyarakat, serta nilai budaya dan pengetahuan lokal. Masyarakat juga mengembangkan berbagai strategi adaptasi dan mitigasi melalui berbagi informasi mengenai kondisi telaga, penyesuaian aktivitas mata pencaharian, pengelolaan budidaya perikanan, menjaga kebersihan telaga, serta memanfaatkan pengalaman lokal untuk mengenali tanda-tanda terjadinya upwelling. Temuan penelitian menunjukkan bahwa social resilience mendukung kemampuan masyarakat lokal untuk beradaptasi terhadap fenomena upwelling, melakukan mitigasi terhadap dampaknya, serta mempertahankan keberlanjutan sosial ekonomi.

Upwelling is the process in which water masses rise from the bottom to the surface, reducing oxygen levels and triggering mass fish mortality. This phenomenon occurs in Lake Ngebel, Ponorogo Regency, and has varying impacts on local communities depending on their livelihoods and level of dependence on the lake as a source of income. For fish farmers, upwelling causes economic losses, while for other community groups, it may provide economic benefits through business activities that continue to operate around Lake Ngebel. This study aims to analyze the social resilience of local communities in responding to the upwelling phenomenon and to identify the adaptation and mitigation strategies they employ. This study adopted a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, and documentation, and were analyzed using the Social Resilience Framework. The findings reveal that the local community demonstrates strong social resilience, reflected in five dimensions: social structure, social capital, social competence, social equity, and social beliefs. This resilience is supported by cooperation, social support, community participation, as well as the preservation of local cultural values and knowledge. The community has also developed various adaptation and mitigation strategies, including sharing information about lake conditions, adjusting livelihood activities, managing fish farming practices, maintaining lake cleanliness, and utilizing local knowledge to recognize the early signs of upwelling. The findings indicate that social resilience supports the ability of local communities to adapt to the upwelling phenomenon, mitigate its impacts, and sustain their socio-economic well-being.
