Abstract
Sistem kelistrikan pada perusahaan minyak memerlukan sistem proteksi yang handal untuk menjaga kontinuitas operasi. Rele arus lebih (overcurrent relay) sebagai komponen proteksi utama memerlukan pengaturan terhadap Time Dial Setting (TDS) untuk memastikan gangguan dapat diputus secara selektif, cepat, dan stabil. Secara konvensional, penentuan TDS sering kali melalui perhitungan manual sehingga dianggap kurang efisien dan tidak mempertimbangkan aspek kestabilan sistem, khususnya Critical Clearing Time (CCT) sebagai batas waktu pemutusan kritis. Pada kondisi eksisting di perusahaan minyak di Jawa Tengah, terdapat gangguan lapangan yang menunjukkan bahwa keterlambatan pemutusan dengan pengaturan TDS yang dilakukan dengan pendekatan konvensional, yang menyebabkan hilangnya sinkronisasi generator dan menimbulkan blackout. Penelitian ini mengusulkan optimasi TDS menggunakan algoritma Grey Wolf Optimization (GWO) dengan mempertimbangkan CCT untuk sebuah sistem kelistrikan perusahaan minyak di Jawa Tengah. GWO dipilih karena kemampuannya menyeimbangkan eksplorasi dan eksploitasi sehingga efektif dalam mencari solusi TDS yang optimal. Penelitian ini juga mengevaluasi pengaruh penambahan transformator isolasi dan reaktor terhadap peningkatan margin kestabilan system. Hasil penelitian menunjukkan bahwa optimasi TDS menggunakan GWO mampu menghasilkan setting yang konvergen dan stabil pada seluruh tipikal sistem. Namun, optimasi TDS pada kondisi eksisting belum cukup untuk menjamin kestabilan sistem secara keseluruhan. Penambahan reaktor terbukti memberikan peningkatan margin kestabilan yang lebih signifikan dibandingkan transformator isolasi, ditunjukkan oleh peningkatan nilai CCT serta respons sudut rotor dan frekuensi yang lebih stabil setelah gangguan, sehingga mampu meminimalkan risiko hilangnya sinkronisasi dan blackout.

The electrical system at an oil company requires reliable protection to maintain operational continuity. The overcurrent relay, as the primary protection component, requires proper configuration of the Time Dial Setting (TDS) to ensure that faults are cleared selectively, quickly, and reliably. Conventionally, TDS determination is often performed through manual calculations, which is considered inefficient and does not account for system stability aspects, particularly the Critical Clearing Time (CCT) as the critical fault clearing time limit. In the existing condition at an oil company in Central Java, field disturbances indicate that delayed fault clearing due to conventionally determined TDS settings caused a generator to lose synchronism and a blackout. This study proposes TDS optimization using the Grey Wolf Optimization (GWO) algorithm with consideration of CCT for the electrical system of an oil company in Central Java. GWO is selected for its ability to balance exploration and exploitation, making it effective in searching for optimal TDS solutions. Also evaluates the effect of adding an isolation transformer and reactor on improving the system stability margin. The results show that TDS optimization using GWO can produce settings that converge and remain stable across all system typicals. However, TDS optimization under existing system conditions is not sufficient to guarantee overall system stability. The addition of a reactor provides a greater improvement in stability margin than the isolation transformer, as indicated by higher CCT values and more stable rotor angle and frequency responses following a fault, thereby minimizing the risk of loss of synchronism and blackout.
