Abstract
Wilayah pesisir selatan Jawa Timur merupakan bagian dari zona subduksi aktif yang berpotensi memicu gempa megathrust dan tsunami berskala besar. Di kawasan ini terdapat PLTU Pacitan yang berperan sebagai infrastruktur strategis, sehingga wilayah tersebut memiliki tingkat kerentanan yang tinggi karena gangguan pada satu infrastruktur dapat menimbulkan dampak berantai terhadap sistem yang lebih luas apabila terjadi bencana tsunami. Penelitian ini bertujuan menilai resiliensi fungsional infrastruktur tersebut terhadap beban hidrodinamika tsunami sekaligus memperkirakan durasi pemulihan operasional pascabencana. Simulasi tsunami dilakukan menggunakan model hidrodinamika Delft3D untuk memperoleh parameter utama berupa luas genangan, kedalaman genangan, dan kecepatan arus. Parameter-parameter tersebut selanjutnya digunakan sebagai dasar untuk mengevaluasi potensi gangguan terhadap kinerja infrastruktur. Tingkat resiliensi dianalisis menggunakan kerangka 4R yang meliputi robustness, redundancy, resourcefulness, dan rapidity. Hasil analisis direpresentasikan dalam bentuk kurva resiliensi untuk menggambarkan perubahan tingkat kinerja sistem terhadap waktu sehingga estimasi durasi pemulihan operasional dapat ditentukan secara lebih terukur.

The southern coastal region of East Java is located within an active subduction zone that has the potential to generate large-scale megathrust earthquakes and tsunamis. This region hosts the Pacitan Coal-Fired Power Plant (CFPP), which serves as a strategic infrastructure asset. Consequently, the area is highly vulnerable because disruption to a single critical infrastructure facility can trigger cascading impacts on the broader system during a tsunami event. This study aims to evaluate the functional resilience of the infrastructure under tsunami hydrodynamic loading while estimating the post-disaster operational recovery duration. Tsunami simulations were conducted using the Delft3D hydrodynamic model to obtain key parameters, including inundation extent, inundation depth, and flow velocity. These parameters were subsequently used to assess the potential impacts on infrastructure performance. Infrastructure resilience was evaluated using the 4R framework, consisting of robustness, redundancy, resourcefulness, and rapidity. The analysis results are presented in the form of resilience curves that illustrate changes in system performance over time, enabling a more quantitative estimation of the operational recovery period.
