Abstract
Pemanasan global berpotensi menyebabkan bencana alam seperti angin puting beliung yang dapat merusak lingkungan sekitar termasuk pemukiman masyarakat di wilayah pesisir, seperti di Desa Gedang Kulut, Kabupaten Gresik, Jawa Timur. Upaya mengurangi dampak bencana ini, pemerintah melalui BPBD Gresik menginisiasi pelaksanaan program Destana untuk meningkatkan kapasitas masyarakat dan kemampuan mitigasi bencana. Penelitian ini bertujuan untuk menganalisis bentuk dan tingkat partisipasi masyarakat di Desa Gedang Kulut selama pelaksanaan program Desa Tangguh Bencana dengan fokus analisis pada bentuk dan tingkat partisipasi, keaktifan, pemahaman, dan identifikasi faktor-faktor pengaruh partisipasi dalam mitigasi bencana. Metode penelitian bersifat kualitatif dengan pendekatan studi kasus. Pengumpulan data melalui wawancara dan observasi. Wawancara bersifat semi-terstruktur, informan dipilih menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa bentuk partisipasi adalah nominal dan tingkatan partisipasi placation yang mengindikasikan program mitigasi bencana Destana di Desa Gedang Kulut belum berjalan optimal. Kondisi ini dipengaruhi oleh beberapa faktor antara lain ketergantungan pada pemerintah; pemahaman kebencanaan terbatas; ketiadaan instrumen peringatan dini; dan ketergantungan masyarakat lokal terhadap aparat desa. Upaya yang telah diterapkan antara lain penguatan bangunan rumah, pemantauan ancaman bencana, dan pelaksanaan program Destana dan FPRB. Strategi yang dilakukan meliputi penanaman hutan bambu, penyebaran informasi secara kemasyarakatan, dan alokasi dana APBDes.

Global warming has the potential to lead natural disasters such as whirlwind that can damage the surrounding environment includes human settlements in coastal areas, such as in Gedang Kulut Village, Gresik Regency, East Java. To reduce the impact of this disaster, the Government through the Gresik Regional Disaster Management Agency (BPBD) initiated the implementation of the Disaster Resilient Village (Destana) program to increase their community capacity and disaster mitigation capabilities. The research aimed to analyze the form and level of participation of the community in Gedang Kulut Village during the implementation of the Destana program with focus analysis included form, level of participation, activeness, understanding, and identifying factors that affect participation in disaster mitigation. The method was qualitative with a case study approach. Data collected used interview and observation. Semi-structured interview was conducted and the Informan selected by purposive sampling. The research revealed that the form of participation is nominal and level of community participation of placation it is indicates that mitigation program didnt work as optimaly. This condition is affected by several factors include dependence on the government; community understanding limited; non-existent instrument of early warning system; and dependence of local community toward local authority. Mitigation efforts that have been implemented include to strengthening house building structures, monitoring disaster threats, and implementing the Destana and FPRB programs. Moreover, there were strategies have been conducting for mitigation include planting bamboo forests, disseminating information to the community, and allocating village budget funds.
