Abstract
Pencatatan fenomena ekonomi di Badan Pusat Statistik (BPS) memegang peran krusial dalam validasi angka Produk Domestik Regional Bruto (PDRB). Namun, ketiadaan standar baku mengakibatkan proses pencatatan berjalan manual, sporadis, dan memicu lonjakan beban kerja pegawai menjelang rilis data. Penelitian ini bertujuan merancang strategi solusi pencatatan menggunakan pendekatan Design Thinking yang diintegrasikan dengan Business Process Management (BPM). Metode kualitatif eksploratif digunakan melalui observasi partisipatif dan wawancara mendalam pada enam pegawai BPS Kabupaten/Kota di Sulawesi Utara. Penelitian ini menghasilkan purwarupa Minimum Viable Product (MVP) bertajuk "Bank Fenomena" yang mengorkestrasi ekosistem Software as a Service (SaaS) meliputi Google Form, Google Sheets, dan Looker Studio. Validasi purwarupa dilakukan secara berjenjang melalui evaluasi logika internal dan User Acceptance Test (UAT) via Focus Group Discussion (FGD) dengan partisipan independen dari BPS Kabupaten Kepulauan Talaud. Hasil penelitian menunjukkan bahwa rancangan ulang proses bisnis (Business Process Redesign) ini berhasil mentransformasi mekanisme kerja menjadi kontinu, real-time, dan kolaboratif. Penggunaan narasi bebas tanpa kewajiban memilih kode statistik (KBLI) terbukti efektif menurunkan beban kognitif staf pelapor awam. Selain itu, visualisasi dasbor interaktif dengan elemen gamifikasi berhasil memicu partisipasi pegawai lintas seksi, sementara kehadiran pusat validasi (quality gate) terbukti andal menjaga kemurnian pangkalan data dari risiko penghitungan ganda.

The documentation of economic phenomena at Statistics Indonesia (BPS) plays a crucial role in validating Gross Regional Domestic Product (GRDP) figures. However, the absence of standardized procedures causes the recording process to remain manual and sporadic, triggering workload surges for employees approaching data release periods. This study aims to design a documentation solution strategy using a Design Thinking approach integrated with Business Process Management (BPM). An exploratory qualitative method was employed through participatory observation and in-depth interviews with six employees of BPS-Statistics of Regency/Municipality offices in North Sulawesi. This research produced a Minimum Viable Product (MVP) prototype titled "Bank Fenomena" (Phenomena Bank) that orchestrates a Software as a Service (SaaS) ecosystem, including Google Forms, Google Sheets, and Looker Studio. The prototype validation was conducted sequentially through an internal logic evaluation and a User Acceptance Test (UAT) via a Focus Group Discussion (FGD) involving independent participants from BPS-Statistics of Kepulauan Talaud Regency. The research findings indicate that this Business Process Redesign successfully transformed the work mechanism into a continuous, real-time, and collaborative system. The use of free-text narratives without the obligation to select statistical codes (KBLI) proved effective in reducing the cognitive load of lay reporting staff. Furthermore, the interactive dashboard visualization with gamification elements successfully triggered the participation of cross-functional employees, while the presence of a validation center (quality gate) proved reliable in maintaining database purity from the risk of double counting.
