Abstract

Akumulasi material return di gudang transmisi PT PLN (Persero) telah menyebabkan tingkat utilisasi kapasitas melebihi ambang batas optimal, dengan rata-rata mencapai 93,29%. Material return didefinisikan sebagai material atau peralatan eks-operasi yang telah digunakan dalam kegiatan operasional atau proyek ketenagalistrikan dan dikembalikan ke gudang perusahaan untuk dievaluasi lebih lanjut terkait kelayakan penyimpanan, perbaikan, pemanfaatan kembali, atau penghapusan aset. Mayoritas inventaris ini berstatus dead stock atau non-moving, yang mencakup material eks-operasi dengan variasi kondisi fisik, nilai ekonomi, dan tingkat kritikalitas yang beragam. Saat ini, klasifikasi material masih bersifat administratif dan belum memiliki kerangka kerja sistematis untuk menentukan prioritas penanganan, sehingga menghambat proses pengambilan keputusan antara penyimpanan (retain), perbaikan (repair), atau penghapusan (disposal). Penelitian ini bertujuan merancang kerangka strategi pengelolaan dan klasifikasi material return yang objektif dengan mengintegrasikan analisis nilai ekonomi material yang mengadaptasi prinsip klasifikasi ABC untuk penilaian nilai ekonomi, VED Analysis (Vital, Essential, Desirable) untuk penilaian dampak risiko operasional, serta penilaian kondisi fisik dan potensi reuse. Metode Analytic Hierarchy Process (AHP) digunakan untuk memberikan bobot pada kriteria-kriteria tersebut guna menghasilkan skor prioritas komposit. Penelitian ini diharapkan menghasilkan kerangka kerja klasifikasi yang mampu mengelompokkan material ke dalam kategori prioritas (High, Medium, Low) serta memberikan rekomendasi strategi manajerial yang spesifik. Implementasi sistem ini ditujukan untuk mengoptimalkan utilisasi ruang gudang, meningkatkan efisiensi biaya penyimpanan, dan mendukung program Material Return and Warehouse Inventory (MRWI) perusahaan melalui pengambilan keputusan berbasis data.

The accumulation of returned materials in PT PLN (Persero) transmission warehouses has caused capacity utilization to exceed the optimal threshold, reaching an average of 93.29%. Returned materials are defined as ex-operational materials or equipment that have been used in electricity infrastructure operations or projects and are subsequently returned to the company’s warehouse for further evaluation regarding their feasibility for storage, repair, reuse, or asset disposal. The majority of this inventory consists of dead stock or non-moving items, comprising ex-operational materials with varying physical conditions, economic values, and criticality levels. Currently, material classification remains administrative and lacks a systematic framework for determining handling priorities, thereby hindering decision-making processes regarding retention, repair, or disposal. This research aims to develop a strategic framework for managing and classifying returned material by integrating an economic value analysis adapted from the ABC classification principle, using replacement cost as a representation of material value, VED Analysis (Vital, Essential, Desirable) for operational risk impact assessment, as well as physical condition and reuse potential evaluations. The Analytic Hierarchy Process (AHP) method is employed to assign weights to these criteria to generate a Composite Priority Score. This study is expected to produce a classification framework capable of grouping materials into priority categories (High, Medium, Low) and providing specific managerial strategy recommendations. The implementation of this system intends to optimize warehouse space utilization, improve storage cost efficiency, and support the company's Material Return and Warehouse Inventory (MRWI) program through data-driven decision-making.
