Abstract
Pengembangan pariwisata berbasis masyarakat (Community-Based Tourism/CBT) menjadi salah satu strategi pembangunan desa yang diharapkan mampu meningkatkan kesejahteraan masyarakat melalui keterlibatan aktif aktor lokal. Namun, implementasi CBT sering kali dihadapkan pada dinamika relasi antaraktor yang memengaruhi proses pengambilan keputusan dan tata kelola destinasi wisata. Penelitian ini bertujuan untuk menganalisis bentuk tata kelola pariwisata berbasis masyarakat yang diterapkan di Taman Wisata Desa Jabung, Kabupaten Magetan, serta mendeskripsikan dinamika relasi dalam proses negosiasi dan akomodasi antara Pemerintah Desa, Badan Usaha Milik Desa (BUMDes), dan Kelompok Sadar Wisata (Pokdarwis). Fokus penelitian diarahkan pada struktur kelembagaan, mekanisme pengambilan keputusan, serta pola interaksi yang terbentuk dalam pengelolaan wisata desa. Penelitian ini menggunakan metode kualitatif dengan paradigma interpretif dan pendekatan studi kasus. Data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi, kemudian dianalisis menggunakan model analisis Spradley yang meliputi analisis domain, taksonomi, komponensial, dan tema kultural. Hasil penelitian menunjukkan bahwa tata kelola pariwisata di Taman Wisata Desa Jabung berbentuk tata kelola multiaktor yang bersifat hierarkis dengan partisipasi yang asimetris. Meskipun secara normatif menerapkan prinsip CBT, akses terhadap pengambilan keputusan dan distribusi sumber daya belum berlangsung secara proporsional. Pokdarwis berperan dominan dalam operasional wisata, tetapi memiliki keterbatasan dalam arena pengambilan kebijakan. Dinamika relasi antaraktor ditandai oleh konflik laten yang dinormalisasi, strategi negosiasi yang berbeda, serta mekanisme akomodasi yang cenderung bersifat prosedural. Kondisi tersebut menciptakan stagnansi sistem yang berpotensi menghambat terwujudnya tata kelola pariwisata yang adaptif, inklusif, dan berkelanjutan sesuai prinsip CBT dan kerangka Dynamic Governance.

The development of Community-Based Tourism (CBT) has become one of the village development strategies expected to improve community welfare thru the active involvement of local actors. However, the implementation of CBT often faces the dynamics of inter-actor relationships that affect the decision-making process and the governance of tourist destinations. This research aims to analyze the form of community-based tourism governance implemented in the Jabung Village Tourism Park, Magetan Regency, and to describe the dynamics of relationships in the negotiation and accommodation processes between the Village Government, Village-Owned Enterprises (BUMDes), and the Tourism Awareness Group (Pokdarwis). The focus of the research is directed toward the institutional structure, decision-making mechanisms, and interaction patterns that are formed in the management of village tourism. This research uses qualitative methods with an interpretive paradigm and a case study approach. Data were obtained thru observation, in-depth interviews, and documentation, and then analyzed using Spradley's analysis model, which includes domain analysis, taxonomy, componential, and cultural themes. The research results show that tourism governance in the Jabung Village Tourism Park takes the form of multi-actor governance that is hierarchical in nature with asymmetric participation. Although it normatively applies the principles of CBT, access to decision-making and resource distribution has not occurred proportionally. Pokdarwis plays a dominant role in tourism operations, but has limitations in the policy-making arena. The dynamics of inter-actor relations are marked by normalized latent conflicts, differing negotiation strategies, and accommodation mechanisms that tend to be procedural in nature. These conditions create system stagnancy, they have the potential to hinder the realization of adaptive, inclusive, and sustainable tourism governance in accordance with CBT principles and the Dynamic Governance framework.
