Abstract
Permasalahan sampah yang meningkat di perkotaan memerlukan sistem pengumpulan yang efisien dan terintegrasi, terutama di wilayah padat penduduk seperti Kecamatan Kartoharjo, Kota Madiun. Saat ini, pengumpulan sampah di wilayah tersebut masih menghadapi tantangan seperti ketidaksesuaian antara area pelayanan TPS dengan rute gerobak dan penumpukan sampah di TPS. Kondisi ini berdampak pada penurunan kualitas lingkungan dan beban operasional pengelolaan sampah. Oleh karena itu, penelitian ini bertujuan untuk mengkaji kondisi eksisting sistem pengumpulan sampah serta merancang sistem pengumpulan yang optimal dengan mempertimbangkan aspek teknis dan partisipasi masyarakat. Penelitian ini dilakukan dengan metode survei lapangan, pengambilan sampel sampah dari gerobak pengumpul di TPS terpilih yang mewakili tingkat kepadatan penduduk berbeda (TPS Tawangrejo, Kampir, Slamet Riyadi, dan Nusa Penida). Data laju timbulan, komposisi, dan densitas sampah diukur berdasarkan SNI 3964:2025. Selain itu, studi operasional pengumpulan dilakukan dengan observasi rute dan waktu pengumpulan, serta partisipasi masyarakat dianalisis melalui wawancara dan kuesioner terhadap rumah tangga, petugas, dan tokoh masyarakat. Sehingga, didapatkan data karakteristik sampah yang akurat, pemetaan pola pengumpulan eksisting, serta gambaran tingkat kesediaan masyarakat dalam memilah sampah. Hasil dari penelitian ini adalah rata-rata laju timbulan sampah rumah tangga (SRT) di Kecamatan Kartoharjo sebesar 0,65 kg/orang.hari. Laju timbulan sampah untuk daerah kepadatan penduduk rendah, sedang, dan tinggi secara berturut-turut adalah 0,61; 0,63; dan 0,71 kg/orang.hari. Densitas sampah rata-rata di gerobak pengumpul SRT adalah 143,99 kg/m³, sementara komposisi sampah didominasi oleh sampah organik (sampah makanan dan taman) sebesar 62,97%. Kondisi eksisting menunjukkan sistem pengumpulan menggunakan pola individual tidak langsung dengan alat pengumpul berupa gerobak dorong, gerobak ditarik motor, gerobak ditarik becak motor, dan gerobak motor roda tiga, namun sampah tidak terpilah dan tingkat pelayanan TPS baru mencapai 47,89%. Berdasarkan kuesioner, kemauan masyarakat untuk memilah sampah tergolong tinggi, dengan preferensi pemilahan 2 jenis (organik dan anorganik) serta metode gerobak bersekat. Rekomendasi yang diberikan adalah penerapan sistem pewadahan komunal 2 jenis dan wadah komunal untuk 20 - 40 KK pada kepadatan penduduk tinggi dan pewadahan individual untuk kepadatan penduduk rendah, serta pengumpulan bersekat sesuai jenis sampah. Sistem ini diharapkan mampu meningkatkan efisiensi pengumpulan, mengurangi volume sampah ke TPA, serta mendorong partisipasi aktif masyarakat dalam pengelolaan sampah berkelanjutan di Kecamatan Kartoharjo.

The increasing waste problem in urban areas requires an efficient and integrated collection system, especially in densely populated areas such as Kartoharjo District, Madiun City. At the time of the study, waste collection in the area still faced challenges such as mismatches between the service areas of Temporary Disposal Sites (TPS) and cart routes, as well as waste accumulation at TPS. These conditions had a negative impact on environmental quality and increased the operational burden of waste management. Therefore, this study aimed to examine the existing conditions of the waste collection system and to design an optimal collection system by considering technical aspects and community participation. This research was conducted using field survey methods, waste sampling from collection carts at selected TPS representing different population density levels (TPS Tawangrejo, Kampir, Slamet Riyadi, and Nusa Penida). Waste generation rates, composition, and density were measured based on SNI 3964:2025. In addition, an operational study of waste collection was carried out through observation of routes and collection times, while community participation was analyzed through interviews and questionnaires administered to households, waste workers, and community leaders. The results showed that the average household solid waste generation rate (SRT) in Kartoharjo District was 0.65 kg/person/day. Waste generation rates for low, medium, and high population density areas were 0.61, 0.63, and 0.71 kg/person/day, respectively. The average waste density in collection carts was 143.99 kg/m³, while waste composition was dominated by organic waste (food and garden waste) at 62.97%. The existing condition revealed that the collection system employed an indirect individual pattern using push carts, motorized pull carts, motorized becak-pull carts, and three-wheeled motorized carts; however, waste was not sorted and the TPS service coverage rate only reached 47.89%. Based on the questionnaire results, community willingness to sort waste was categorized as high, with a preference for 2-type sorting (organic and inorganic) and the use of partitioned carts. The recommendations provided included the implementation of a 2-type communal container system serving 20–40 households for high population density and individual container for low population density, along with partitioned collection carts corresponding to waste type. This system was expected to improve collection efficiency, reduce the volume of waste sent to the final disposal site (TPA), and encourage active community participation in sustainable waste management in Kartoharjo District.
