Abstract
Pertumbuhan industri baja yang semakin meningkat mengakibatkan peningkatan limbah yang dihasilkan dari industri tersebut. Industri baja merupakan salah satu penyumbang limbah padat yang berupa steel slag serta emisi gas karbon dioksida (CO₂) yang dapat berpotensi mencemari lingkungan. Di sisi lain, pasar Precipitated Calcium Carbonate (PCC) semakin meningkat pesat. Ukuran pasar global precipitated calcium carbonate (PCC) mencapai USD 5,35 miliar pada tahun 2024 dan diperkirakan akan meningkat dari USD 5,6 miliar pada tahun 2025 menjadi sekitar USD 8,43 miliar pada tahun 2034, dengan tingkat pertumbuhan tahunan gabungan (CAGR) sebesar 4,65% dari tahun 2025 hingga 2034. Limbah steel slag dan CO2 dari BFG yang dihasilkan dari pabrik baja ini dapat dimanfaatkan sebagai bahan baku untuk produksi PCC yang dapat digunakan pada beberapa sektor industri, salah satunya adalah untuk filler kertas. Proses yang dipilih untuk produksi PCC ini adalah metode Sky Cycle, yang dinilai unggul dalam menghasilkan PCC berkualitas tinggi serta ramah lingkungan. Pabrik PCC ini direncanakan berkapasitas 1.900 ton/tahun dan berlokasi di Kawasan Industri Krakatau II, Cilegon, Banten, yang terintegrasi dengan sumber bahan baku. Berdasarkan hasil analisis ekonomi, pabrik PCC ini membutuhkan Total Capital Investment (TCI) sebesar Rp 247.458.583.325. Hasil evaluasi ekonomi menunjukkan pabrik PCC yang dirancang ini layak didirikan dengan parameter ekonomi sebagai berikut: Internal Rate of Return (IRR) sebesar 11,01% (di atas suku bunga bank 6%), Pay Out Time (POT) selama 11 tahun, dan Break Even Point (BEP) pada kapasitas 60,93%. Analisis Net Present Value (NPV) yang bernilai positif juga memperkuat kelayakan proyek ini dari sisi finansial. Dari segi aspek lingkungan, pabrik ini dapat mengurangi limbah steel slag dan CO2 industri baja dengan menjadikannya sebagai bahan baku, sehingga dapat berkontribusi dalam penurunan emisi karbon dan penerapan konsep circular economy. Dengan demikian, rancangan pabrik PCC berbasis daur ulang slag baja dan pemanfaatan CO2 dari BFG ini dapat dinilai layak secara teknik, ekonomis, dan berkelanjutan.

The growing steel industry has led to an increase in waste generated by the industry. The steel industry is one of the contributors to solid waste in the form of steel slag and carbon dioxide (CO₂) emissions, which have the potential to pollute the environment. On the other hand, the Precipitated Calcium Carbonate (PCC) market is growing rapidly. The global precipitated calcium carbonate (PCC) market size reached USD 5.35 billion in 2024 and is expected to increase from USD 5.6 billion in 2025 to around USD 8.43 billion in 2034, with a compound annual growth rate (CAGR) of 4.65% from 2025 to 2034. Steel slag waste and CO2 from BFG produced by steel mills can be used as raw materials for PCC production, which can be used in several industrial sectors, one of which is for paper fillers. The process selected for PCC production is the Sky Cycle method, which is considered superior in producing high-quality and environmentally friendly PCC. The PCC plant is planned to have a capacity of 1,900 tons/year and is located in the Krakatau II Industrial Area, Cilegon, Banten, which is integrated with raw material sources. Based on the results of the economic analysis, this PCC plant requires a Total Capital Investment (TCI) of Rp 247,458,583,325. The economic evaluation shows that the proposed PCC plant is feasible to establish with the following economic parameters: an Internal Rate of Return (IRR) of 11.01% (above the bank interest rate of 6%), a Pay Out Time (POT) of 11 years, and a Break Even Point (BEP) at a capacity of 60.93%. A positive Net Present Value (NPV) analysis also reinforces the financial feasibility of this project. From an environmental perspective, this plant can reduce steel slag and CO2 waste from the steel industry by using it as raw material, thereby contributing to carbon emission reduction and the implementation of the circular economy concept. Thus, the design of this PCC plant based on recycled steel slag and the utilization of CO2 from BFG can be considered feasible from a technical, economic, and sustainability standpoint.
