Abstract
Kegiatan magang mandiri telah dilaksanakan di PT. Surabaya Industrial Estate Rungkut (SIER), Surabaya, pada unit Instalasi Pengolahan Air Limbah (IPAL) dari tanggal 1 Agustus 2025 hingga 30 November 2025. IPAL PT SIER melayani pengolahan limbah cair dari ratusan industri manufaktur dengan mengintegrasikan metode fisika (primary treatment) berupa sedimentasi awal dan metode biologi (secondary treatment) melalui unit Oxidation Ditch memanfaatkan lumpur aktif tanpa penambahan bahan kimia. Laporan ini berfokus pada evaluasi performa operasional IPAL melalui penyusunan neraca massa terperinci di setiap unit proses, pelaksanaan kendali mutu (Quality Control) rutin terhadap parameter kritis (pH, TSS, TDS, COD, DO, SS, SVI, dan transparansi), serta analisis aspek Keselamatan dan Kesehatan Kerja Lingkungan (K3L). Berdasarkan hasil observasi lapangan, diidentifikasi adanya fluktuasi beban organik dan debit limbah yang berpotensi menyebabkan kegagalan operasional. Oleh karena itu, dilakukan studi Hazard and Operability (HAZOP) pada sistem pompa sentrifugal L-112 serta analisis pemecahan masalah (troubleshooting) terkait penggunaan pintu air manual pada unit Oxidation Ditch. Sebagai langkah optimasi menuju teknologi bersih dan hijau, diusulkan modifikasi sistem kontrol melalui mekanisme Piping and Instrumentation Diagram (P&ID) yang terautomasi menggunakan sensor level (Level Transmitter/Control) dan katup otomatis guna mencegah risiko peluapan (overflow), menjamin akurasi distribusi beban nutrisi mikroorganisme, serta meningkatkan efisiensi pengolahan efluen agar konsisten memenuhi baku mutu lingkungan Peraturan Gubernur Jawa Timur No. 72 Tahun 2013.

An independent internship program was conducted at PT. Surabaya Industrial Estate Rungkut (SIER), Surabaya, specifically within the Wastewater Treatment Plant (WWTP) unit from August 1, 2025, to November 30, 2025. PT SIER's WWTP treats liquid waste generated by hundreds of manufacturing industries by integrating physical methods (primary treatment) via initial sedimentation and biological methods (secondary treatment) using an Oxidation Ditch unit with activated sludge, completely free of chemical additives. This report focuses on evaluating the operational performance of the WWTP through the formulation of detailed mass balances across each process unit, routine Quality Control (QC) implementation on critical parameters (pH, TSS, TDS, COD, DO, SS, SVI, and transparency), and an assessment of Occupational Health, Safety, and Environment (HSE) compliance. Based on field observations, fluctuations in organic loads and wastewater flow rates were identified as potential sources of operational failure. Consequently, a Hazard and Operability (HAZOP) study was performed on the centrifugal pump L-112 system, alongside a troubleshooting analysis regarding the current manual sluice gates in the Oxidation Ditch unit. As an optimization measure toward clean and green technology, a control system modification is proposed via an automated Piping and Instrumentation Diagram (P&ID) mechanism integrating level sensors (Level Transmitter/Control) and automated valves. This modification aims to eliminate overflow risks, ensure precise distribution of nutrient loads for the microorganisms, and enhance effluent treatment efficiency to consistently fulfill the environmental standards regulated under East Java Governor Regulation No. 72 of 2013.
