Abstract

Pada tahun 2024 akses air minum aman di Indonesia masih sangat rendah yaitu 11,8% dengan rata-rata cakupan pelayanan administrasi 22,17%. Perumda Air Minum Kabupaten Purworejo mempunyai cakupan pelayanan air minum aman 12,01% pada tahun 2024. Perumda Air Minum Kabupaten Purworejo telah mempunyai dokumen RPAM tahun 2022-2026. SPAM Kutoarjo merupakan salah satu SPAM pelayanan Perumda Air Minum Kabupaten Kutoarjo yang mempunyai kapasitas pengolahan sebesar 50 L/d dan melayani 4.341 sambungan rumah. Pada tahun 2024 terdapat evaluasi kinerja yang menyatakan Perumda Air Minum Kabupaten Purworejo belum sepenuhnya dapat memenuhi kepastian kualitas dan kontinuitas aliran pelanggannya. Oleh sebab itu, perlu dilakukan evaluasi pelaksanaan RPAM yang sudah ada dan diperlukan penyusunan RPAM baru yang sesuai peraturan untuk memastikan kualitas, kuantitas, kontinuitas dan keterjangkauan layanan air minum yang aman bagi masyarakat.
Metode yang digunakan dalam penelitian ini yaitu dengan melakukan evaluasi RPAM sesuai peraturan Surat Edaran Direktorat Jenderal Cipta Karya Kementerian Pekerjaan Umum Nomor 56/SE/DC/2023 tentang Pelaksanaan Rencana Pengamanan Air Minum (RPAM). Untuk analisis kualitas air sesuai baku mutu peraturan Permenkes Nomor 2 Tahun 2023, kontinuitas aliran sesuai Peraturan Pemerintah Nomor 122 Tahun 2015 dan untuk tekanan sesuai Permen PUPR Nomor 27/PRT/M/2016 serta menghitung kuantitas air yang dikonsumsi pelanggan untuk dibandingkan dengan Permen PUPR Nomor 13 Tahun 2023. Serta aspek keterjangkauan dengan Permendagri Nomor 21 Tahun 2020. Untuk penilaian risiko menggunakan metode semikuantitatif menggunakan matrik 5x5. Evaluasi kelembagaan RPAM mulai dari anggota tim RPAM, SOP dan IK.
Kesimpulan dalam penelitian ini RPAM SPAM Kutoarjo tahun 2022-2026 belum sesuai dengan SE Direktorat Jenderal Cipta Karya Kementerian Pekerjaan Umum Nomor 56/SE/DC/2023 hal ini disebabkan terdapat 4 modul yang belum masuk dalam dokumen RPAM eksisting. Analisis risiko mengidentifikasi 25 kejadian bahaya, terdiri atas 3 risiko sangat tinggi dan 14 risiko tinggi yang harus dilakukan perbaikan. Hasil evaluasi pelaksanaan RPAM SPAM Kutoarjo untuk kualitas air belum memenuhi kualitas air minum sesuai Permenkes 2 Tahun 2023 untuk parameter biologi, Aspek kuantitas SPAM Kutoarjo pada tahun 2026 di bulan Januari 190 L/o/h, Februari 171 L/o/h dan Maret 166 L/o/h terhadap Permen PUPR 13 Tahun 2023 dengan pemakaian minimum 60 orang/L/hari telah memenuhi aspek air minum aman. Aspek kontinuitas aliran periode Januari-Februari 2026 yaitu 23.93 jam/hari. Sesuai Peraturan Pemerintah Nomor 122 Tahun 2015 bahwa kontinuitas aliran air minum selama 24 jam/hari sehingga SPAM Kutoarjo belum memenuhi aspek kontinuitas aliran yang dipersyaratkan. Untuk tekanan air pada SPAM Kutoarjo dari 67 titik sampel masih terdapat 11 titik (16%) pada pagi hari, 6 titik (9%) pada sore hari, 2 titik (3%) pada malam hari yang belum memenuhi batas tekanan dari Permen PUPR No. 27/PRT/M/2016 sebesar 0,5 bar. Aspek keterjangkauan untuk tarif air minum aman di SPAM Kutoarjo sudah terpenuhi karena proporsi tarif terhadap UMK tahun 2026 masih berada di angka 1,7% dari maksimal 4% sesuai dengan Permendagri Nomor 21 Tahun 2020. Pada aspek keterjangkauan untuk jarak fisik sesuai SNI 03-1733-2004 yaitu pelayanan maksimum 100 meter dari sumber air. Perumda Air Minum Purworejo memberikan paket SR 5-10 untuk kemudahan pengambilan sumber air. Direkomendasikan penyusunan RPAM baru yang melengkapi seluruh modul sesuai pedoman SE Nomor 56/SE/DC/2023, dengan penyusunan yang menitikberatkan pada penguatan kelembagaan (Modul 1–2), analisis dan pengendalian risiko (Modul 3–5), pemantauan dan verifikasi (Modul 6–8), program pendukung dan komunikasi (Modul 9), serta kajian dan pembaruan berkala (Modul 10–11). Selain itu, Perumda Air Minum Kabupaten Purworejo perlu memprioritaskan peningkatan sistem desinfeksi, pengendalian tekanan jaringan, pemeliharaan pompa, dan pemantauan berbasis teknologi untuk merespons risiko tinggi dan sangat tinggi yang telah teridentifikasi.

In 2024, access to safe drinking water in Indonesia remains critically low at 11.8%, with an average administrative service coverage of 22.17%. Regional Water Utility (Perumda) of Purworejo Regency recorded a safe drinking water service coverage of 12.01% in 2024. The company has had a Water Safety Plan (WSP) document covering the period 2022–2026. The Kutoarjo Drinking Water Supply System (DWSS Kutoarjo) is one of the supply systems operated by Regional Water Utility (Perumda) of Purworejo Regency, with a treatment capacity of 50 L/s serving 4,341 household connections. In 2024, a performance evaluation found that Regional Water Utility of Purworejo Regency had not yet been fully able to guarantee water quality and flow continuity for its customers. Therefore, an evaluation of the existing WSP implementation is necessary, along with the development of a new WSP in compliance with current regulations, to ensure safe drinking water quality, quantity, and continuity for the community.
The research methodology employed an evaluation of the WSP in accordance with Circular Letter of the Directorate General of Human Settlements, Ministry of Public Works, Number 56/SE/DC/2023 on the Implementation of Water Safety Plans. Water quality analysis followed the quality standards set out in Minister of Health Regulation Number 2 of 2023; flow continuity was assessed against Government Regulation Number 122 of 2015; pressure standards were evaluated in accordance with Minister of Public Works and Housing Regulation Number 27/PRT/M/2016; and water quantity consumed by customers was calculated and compared against Minister of Public Works and Housing Regulation Number 13 of 2023. For affordability under Minister of Home Affairs Regulation Number 21 of 2020.Risk assessment was conducted using a semi-quantitative method with a 5×5 risk matrix. Institutional evaluation of the WSP covered the composition of the WSP team, as well as Standard Operating Procedures (SOPs) and Work Instructions (WIs).
The conclusion of this study is that the SPAM Kutoarjo WSP document for 2022–2026 does not yet comply with Circular Letter of the Directorate General of Human Settlements, Ministry of Public Works No. 56/SE/DC/2023, as 4 modules are missing from the existing WSP document. Risk analysis identified 25 hazard events, consisting of 3 very high risks and 14 high risks requiring corrective action. The evaluation of WSP implementation at SPAM Kutoarjo showed that water quality does not yet meet drinking water standards under Minister of Health Regulation No. 2 of 2023 for biological parameters. The quantity aspect at SPAM Kutoarjo in 2026 — 190 L/c/d in January, 171 L/c/d in February, and 166 L/c/d in March — has met the safe drinking water requirement under Minister of Public Works Regulation No. 13 of 2023, which sets a minimum consumption of 60 people/L/day. The continuity of flow for the January–February 2026 period was 23.93 hours/day; under Government Regulation No. 122 of 2015, drinking water continuity must guarantee 24 hours/day of flow, so SPAM Kutoarjo has not yet met the required continuity aspect. Regarding water pressure, out of 67 sampling points, 11 points (16%) in the morning, 6 points (9%) in the afternoon, and 2 points (3%) at night still did not meet the pressure limit of 0.5 bar set by Minister of Public Works Regulation No. 27/PRT/M/2016. The affordability aspect for the drinking water tariff at SPAM Kutoarjo has been met, as the tariff-to-minimum-wage (UMK) ratio for 2026 stands at 1.7%, well below the 4% maximum set by Minister of Home Affairs Regulation No. 21 of 2020. For physical service distance, in accordance with SNI 03-1733-2004 (maximum service distance of 100 meters from the water source), Perumda Air Minum Purworejo provides a standard household connection (SR) package of 5–10 meters to facilitate access to the water source. It is recommended that a new RPAM be developed to complete all modules in accordance with Circular Letter No. 56/SE/DC/2023, with the preparation focusing on institutional strengthening (Modules 1–2), risk analysis and control (Modules 3–5), monitoring and verification (Modules 6–8), supporting programs and communication (Module 9), and periodic review and updating (Modules 10–11). In addition, Perumda Air Minum Kabupaten Purworejo needs to prioritize improvements in the disinfection system, network pressure control, pump maintenance, and technology-based monitoring to address the identified high and very high risks.
