Abstract
Sektor konstruksi berperan strategis dalam pembangunan ekonomi nasional, tetapi memiliki risiko kecelakaan kerja tinggi akibat kompleksitas aktivitas dan kondisi operasional yang dinamis. Penelitian ini bertujuan mengembangkan instrumen pengukuran Safety Culture Maturity (SCM) yang terintegrasi dengan Safety II dan Sustainability, serta diuji coba pada studi kasus sektor konstruksi. Pengembangan instrumen dilakukan melalui studi literatur, Fuzzy Delphi, Fuzzy DEMATEL, validasi ahli, dan pilot testing. Indikator awal mencakup dimensi SCM, Triple Bottom Line Sustainability, dan Safety II. Hasil Fuzzy Delphi menunjukkan seluruh aspek memenuhi kriteria konsensus, dengan nilai threshold total sebesar 0,106 untuk SCM, 0,084 untuk Sustainability, dan 0,084 untuk Safety II, serta persentase konsensus total di atas 75%. Hasil Fuzzy DEMATEL menunjukkan bahwa Top Management Commitment menjadi faktor penggerak paling dominan dalam sistem budaya keselamatan. Berdasarkan hubungan antar dimensi yang diperoleh dari DEMATEL, instrumen dikembangkan dengan menggabungkan indikator SCM, Sustainability, dan Safety II. Hasil face validity menunjukkan rata-rata kejelasan 3,21 dari skala 4. Pilot testing dilakukan pada studi kasus konstruksi dengan 144 responden. Hasil menunjukkan seluruh item valid dengan p-value <0,05 dan reliable dengan Cronbach’s Alpha 0,946. Skor akhir maturity sebesar 3,94 menunjukkan budaya keselamatan berada pada level Proactive. Perusahaan disarankan untuk dapat melakukan perbaikan dimulai dari meningkatkan responsibility, risk perceived, competence, information communication, engagement involvement, organizational learning, leadership, hingga terakhir adalah competence. Temuan ini menunjukkan bahwa instrumen dapat digunakan sebagai dasar evaluasi dan perbaikan budaya keselamatan secara lebih terarah di industri berisiko tinggi.

The construction sector plays a strategic role in national economic development, but carries a high risk of occupational accidents due to the complexity of activities and dynamic operational conditions. This study aims to develop a Safety Culture Maturity (SCM) measurement instrument integrated with Safety II and Sustainability, which is then tested in a construction sector case study. The instrument was developed through literature review, Fuzzy Delphi, Fuzzy DEMATEL, expert validation, and pilot testing. The initial indicators include SCM dimensions, Triple Bottom Line Sustainability, and Safety II. The Fuzzy Delphi results show that all aspects meet consensus criteria, with total threshold values of 0.106 for SCM, 0.084 for Sustainability, and 0.084 for Safety II, and an overall consensus percentage above 75%. The Fuzzy DEMATEL results indicate that Top Management Commitment is the most dominant driving factor in the safety culture system. Based on the inter-dimensional relationships obtained from DEMATEL, the instrument was developed by combining SCM, Sustainability, and Safety II indicators. The face validity results showed an average clarity score of 3.21 on a scale of 4. Pilot testing was conducted in a construction case study with 144 respondents. The results show that all items are valid with a p-value <0.05 and reliable with a Cronbach’s Alpha of 0.946. The final maturity score of 3.94 indicates that the safety culture is at the Proactive level. The company is advised to make improvements starting from enhancing responsibility, risk perceived, competence, information communication, engagement involvement, organizational learning, leadership, and finally competence. These findings indicate that the instrument can be used as a foundation for more targeted evaluation and improvement of safety culture in high-risk industries.
