Abstract
Kota Madiun menghadapi tantangan pengelolaan sampah dengan timbulan sebesar 45.287,39 ton/tahun pada 2024. Ketergantungan pada proses hilir penanganan sampah di TPA Winongo menyebabkan jumlah sampah ditimbun mendekati kapasitas. Upaya pengurangan sampah di hulu melalui fasilitas berbasis 3R seperti TPS 3R dan Bank Sampah sudah dilakukan di 7 titik TPS 3R dan 80 Bank Sampah Unit (BSU) aktif. Namun, aktivitas reduksi sampah yang dilakukan belum optimal. Capaian reduksi sampah Kota Madiun tahun 2024 menunjukkan angka 22,72%, di bawah target daerah, yaitu 28%. Bapelitbangda Kota Madiun menyebutkan bahwa program pengelolaan sampah daerah perlu dikaji ulang untuk optimalisasi kegiatan di fasilitas TPS 3R. Penelitian ini bertujuan untuk menganalisis potensi reduksi di fasilitas TPS 3R, bank sampah, serta sektor informal (pengepul) dalam mereduksi sampah Kota Madiun. Fasilitas pengelolaan sampah dipilih melalui purposive sampling dan snowball sampling, sehingga didapatkan 7 TPS 3R, 9 BSU, dan 1 pengepul skala besar sebagai lokasi penelitian. Metode penelitian yang dilakukan meliputi analisis timbulan dengan Load Count Analysis dan komposisi sampah menurut SNI 3964:2025, survei kuesioner dan wawancara terhadap pengelola fasilitas, serta Material Flow Analysis (MFA) menggunakan perangkat lunak STAN 2.7.101 untuk memetakan aliran material sampah. Penelitian berfokus pada kajian aspek teknisoperasional dan finansial. Aspek teknis-operasional yang dikaji mencakup laju timbulan, densitas, komposisi, operasional fasilitas, potensi reduksi, serta Material Flow Analysis (MFA) reduksi sampah di Kota Madiun. Aspek finansial yang dikaji mencakup biaya modal dalam Capital Expenditure (CapEx), biaya operasional dan pemeliharaan dalam Operational Expenditure (OpEx), pendapatan fasilitas, serta kelayakan Benefit-Cost Ratio pengelolaan eksisting maupun rekomendasi di fasilitas TPS 3R dan bank sampah di Kota Madiun. Kondisi eksisting sistem pengelolaan sampah dengan TPS 3R menunjukkan timbulan sampah sebesar 0,66 kg/hari dengan komposisi sampah terbesar yaitu sampah makanan (53,77%). Bank Sampah di Kota Madiun pada kondisi eksisting mereduksi 1,14% dari total sampah Kota Madiun. Pada skenario 1 RT 1 Bank Sampah, potensi reduksinya yaitu 7,54% dari seluruh sampah Kota Madiun atau sebesar 10,65 ton/hari. Pada Kondisi eksisting TPS 3R dapat mereduksi hanya 3,22% dari sampah yang masuk ke TPS 3R atau hanya 0,75% dari Total Sampah. Pada skenario peningkatan % Recovery Factor yang mempertimbangkan kapasitasnya, 7 TPS 3R memiliki potensi untuk mereduksi 23,50% sampah masuk TPS 3R atau 7.948,65 kg setiap harinya. Angka potensial ini setara dengan 5,63% dari keseluruhan sampah Kota Madiun. Kombinasi kedua skenario dengan peningkatan komposting di sumber pada 2029 mampu mencapai target reduksi 33,66% atau 47.519,46 kg/hari dengan penurunan 3,5 Ton dari sampah yang ditangani TPA Winongo tahun 2024, dengan kondisi 100% sampah dikelola. Analisis aspek finansial menunjukkan program 1 RT 1 Bank Sampah layak secara finansial. Pada kondisi eksisting, TPS 3R tidak layak secara finansial. Pada skenario peningkatan reduksi menurut kapasitas, 2 TPS 3R dengan unit BSF dan 7 TPS 3R tanpa BSF layak secara finansial.

Madiun City faces an ever-growing challenge of Waste Management with a waste generation of 45.287,39 tons/year in 2024. The reliance on downstream waste handling processes at the Winongo Landfill causes the amount of waste delivered to approach its capacity limit. Upstream waste reduction efforts through 3R-based facilities, such as Materials Recovery Facilities (TPS 3R) and Waste Banks, have been implemented at 7 TPS 3R locations and approximately 80 active Waste Bank Units (BSU) . However, the waste reduction activities conducted have not yet been optimal. Madiun City's waste reduction achievement in 2024 showed a figure of 22.72%, which is below the regional target of 28%. The regional waste management program needs to be reviewed to optimize activities at TPS 3R facilities. In general, this study aims to analyze the reduction potential at TPS 3R facilities, waste banks, and the informal sectors (waste collectors) in reducing waste in Madiun City. Waste management facilities were selected through purposive sampling and snowball sampling, resulting in 7 TPS 3Rs, 9 Waste Banks, and 1 large-scale waste collector as the research locations. The research methods conducted included the analysis of waste generation by Load-Count Analysis and composition sampling according to SNI 3964:2025, questionnaire surveys and interviews with facility managers, as well as Material Flow Analysis (MFA) using STAN 2.7.101 software to map the flow of waste materials. The technical-operational aspects studied cover the waste generation rate, waste density, composition, facility operations, and reduction potentials, along with the Material Flow Analysis (MFA) of waste reduction in Madiun City. The financial aspects analyzed include capital costs, operational and maintenance costs, facility revenues and benefit, as well as the Benefit-Cost Ratio for alternative management methods at TPS 3R facilities and waste banks. Current existing condition of the waste management system with TPS 3Rs shows a waste generation of 0.66 kg/day, with the largest being of food waste (53.77%). Under existing conditions, Waste Banks in Madiun City reduce 1,14% of the total waste in Madiun City. In the 1 RT 1 Waste Bank scenario, the reduction potential is 7.54% of the total waste in Madiun City, equal to 10.65 tons/day. Currently, TPS 3Rs can only reduce 3.22% of the waste entering the facilities, or merely 0.75% of the total waste. In the % Recovery Factor Increase scenario considering their capacities, the 7 TPS 3Rs have the potential to reduce 23.50% of the waste entering the TPS 3Rs, or 7,948.65 kg per day. This potential figure is equivalent to 5.63% of the overall waste in Madiun City. The combination of both scenarios with an increase in sourcebased composting in 2029 can achieve a reduction of 33.66% or 47,519.46 kg/day, leading to a decrease of 3,5 tons of waste handled by the Winongo Landfill, in which 100% of waste are managed. The financial aspect analysis shows that the 1 RT 1 Waste Bank policy is financially viable. Under existing conditions, TPS 3Rs are not financially viable. With increased waste reduction scenario based on their capacity, all TPS 3Rs are financially viable.
