Abstract
Transhipment point merupakan lingkungan operasional maritim dengan tingkat risiko keselamatan kerja yang tinggi akibat adanya interaksi antara manusia, alat berat, dan kondisi laut yang dinamis. Pada aktivitas di Floating Crane CTS Bulk Sumatra PT. Berau Coal, kecelakaan kerja didominasi oleh unsafe acts (±80%), sementara pemanfaatan teknologi CCTV masih terbatas untuk kepatuhan ISPS Code dan belum mendukung monitoring keselamatan secara proaktif. Selain itu, pelaporan ketidaksesuaian masih didominasi oleh unsafe conditions, sehingga menunjukkan adanya kesenjangan dalam sistem pengawasan berbasis perilaku. Oleh karena itu, diperlukan perancangan sistem monitoring keselamatan kerja yang adaptif, real time, dan berorientasi pada pencegahan terjadinya kecelakaan/insiden. Penelitian ini bertujuan merancang suatu model sistem monitoring K3 yang efektif dan berkelanjutan melalui pemanfaatan teknologi CCTV di kapal. Metode penelitian menggunakan pendekatan kualitatif dengan integrasi Root Cause Analysis (RCA) untuk mengidentifikasi akar penyebab unsafe acts dan kelemahan sistem pengawasan, yang selanjutnya dilakukan analisis menggunakan SWOT untuk mendapatkan pemetaan yang strategis. Perancangan sistem monitoring dilakukan dengan pendekatan Design Thinking yang berpusat pada pengguna agar menghasilkan solusi yang adaptif, aplikatif dan mampu meningkatkan budaya keselamatan kerja di area transhipment point. Hasil penelitian menunjukkan bahwa faktor manusia, keterbatasan monitoring secara real time dan belum optimalnya fungsi CCTV menjadi penyebab utama rendahnya efektivitas pengawasan keselamatan kerja. Analisis SWOT mengarahkan pada strategi pengembangan sistem pengawasan berbasis teknologi yang didukung oleh penguatan budaya keselamatan kerja. Model monitoring yang dihasilkan berupa sistem monitoring proaktif berbasis CCTV yang terintegrasi dengan dashboard visualisasi data untuk memantau kondisi operasional secara langsung dan berkelanjutan. Implementasi prototipe menunjukkan adanya peningkatan dalam deteksi dini terhadap unsafe acts, kualitas pelaporan dan efektivitas pengambilan keputusan oleh manajemen. Hasil akhir penelitian ini adalah terbentuknya dashboard/sistem monitoring keselamatan kerja berbasis real time yang mampu memberikan informasi secara cepat, akurat dan terintegrasi, sehingga mendukung peningkatan budaya keselamatan kerja, mempercepat tindakan preventif dan membantu perusahaan dalam mencapai target zero accident.

Transshipment points are maritime operational environments with high occupational safety risks due to the interaction between people, heavy machinery and dynamic sea conditions. The operations at the CTS Bulk Sumatra Floating Crane of PT. Berau Coal, workplace accidents are predominantly caused by unsafe acts (± 80%), while the use of CCTV technology remains limited to ISPS Code compliance and does not yet support proactive safety monitoring. Furthermore, non compliance reports are still dominated by unsafe conditions, indicating a gap in the behavior based monitoring system. Therefore, there is a need to design an adaptive, real time occupational safety monitoring system focused on preventing accidents and incidents. This study aims to design an effective and sustainable occupational safety and health (OSH) monitoring system through the use of CCTV technology on ships. The research method employs a qualitative approach integrated with Root Cause Analysis (RCA) to identify the root causes of unsafe acts and weaknesses in the monitoring system, followed by a SWOT analysis to develop a strategic roadmap. The monitoring system was designed using a user centered Design Thinking approach to produce solutions that are adaptive, practical, and capable of improving the safety culture at transhipment points. The research findings indicate that human factors, limitations in real time monitoring and suboptimal CCTV functionality are the primary causes of the low effectiveness of workplace safety oversight. SWOT analysis points toward a strategy for developing a technology based monitoring system supported by the strengthening of a workplace safety culture. The resulting monitoring model is a proactive CCTV based monitoring system integrated with a data visualization dashboard to monitor operational conditions directly and continuously. Implementation of the prototype demonstrates improvements in the early detection of unsafe acts, the quality of reporting and the effectiveness of decision making by management. The final outcome of this research is the development of a real time occupational safety monitoring dashboard/system capable of providing information quickly, accurately and in an integrated manner, thereby supporting the enhancement of the occupational safety culture, accelerating preventive actions and assisting the company in achieving its zero accident target.
