Abstract
Perusahan start up pada industri Air Minum Dalam Kemasan (AMDK) menghadapi tantangan strategis yang berbeda dibandingkan perusahaan yang sudah settle, yaitu tuntutan untuk tumbuh cepat di pasar yang sangat kompetitif, sementara di sisi lain harus mengelola operasi manufaktur dan distribusi yang kompleks, padat modal, dan menuntut pengendalian yang tepat. Pada fase awal perusahaan tumbuh, banyak start up AMDK, termasuk PT. XYZ belum memiliki sistem manajemen kinerja yang terstruktur dan terintegrasi, sehingga pengambilan keputusan masih cenderung berbasis intuisi, data parsial, dan berorientasi jangka pendek. Kondisi ini berisiko menimbulkan pertumbuhan yang tidak sehat, tidak efisien secara operasional, serta lemahnya pengendalian mutu, biaya, dan arus kas. Penelitian ini bertujuan untuk merancang sistem manajemen kinerja yang strategis dan terintegrasi bagi Perusahaan start up AMDK melalui pengembangan Key Performance Indicator (KPI) berbasis Balanced Scorecard (BSC) yang dioperasionalkan dalam sistem Enterprise Resource Planning (ERP). Pendekatan Balanced Scorecard digunakan untuk memastikan keseimbangan antara pencapaian finansial dan faktor-faktor penggerak kinerja jangka panjang, meliputi perspektif keuangan, pelanggan, proses bisnis internal, serta pembelajaran dan pertumbuhan. Penentuan pembobotan KPI dilakukan menggunakan metode Analytical Hierarchy Process (AHP) berdasarkan penilaian manajemen Perusahaan dan expert judgement yang pernah bekerja pada Perusahaan AMDK. Dengan bobot perspektif pelanggan sebesar 43%, perspektif keuangan sebesar 31%, perspektif proses bisnis internal sebesar 15%, dan perspektif pembelajaran dan pertumbuhan sebesar 11%. Selanjutnya, KPI yang telah dirancang tersebut dipetakan ke dalam proses bisnis inti dan diintegrasikan dalam ERP sebagai dasar pemantauan kinerja lintas divisi secara real-time. Penelitian ini dapat menghasilkan indikator kinerja dengan kerangka Balanced Scorecard, bobot masing-masing indikator kinerja dan system monitoring kinerja Perusahaan yang dapat digunakan untuk mengambil keputusan strategis di Perusahaan.

Startup companies in the Bottled Drinking Water Industry face strategic challenges that differ from those encountered by established companies. They are required to achieve rapid growth in a highly competitive market while simultaneously managing complex, capital-intensive manufacturing and distribution operations that demand effective control and coordination. During the early stages of business growth, many bottled drinking water startups, including PT XYZ, have not yet implemented a structured and integrated performance management system. As a result, managerial decision-making tends to rely on intuition, fragmented data, and short-term considerations. This condition may lead to unsustainable growth, operational inefficiencies, and weak control over product quality, costs, and cash flow. This study aims to design a strategic and integrated performance management system for a bottled drinking water startup company through the development of Key Performance Indicators (KPIs) based on the Balanced Scorecard (BSC) framework and their integration into an Enterprise Resource Planning (ERP) system. The Balanced Scorecard approach is employed to ensure a balanced assessment between financial performance and the key drivers of long-term organizational success, encompassing the financial, customer, internal business process, and learning and growth perspectives. The weighting of KPIs was determined using the Analytical Hierarchy Process (AHP) method based on evaluations from company management and expert judgments provided by professionals with prior experience in the bottled drinking water industry. The results indicate that the customer perspective received the highest priority weight of 43%, followed by the financial perspective at 31%, the internal business process perspective at 15%, and the learning and growth perspective at 11%. Subsequently, the developed KPIs were mapped into the company’s core business processes and integrated into the ERP system to support real-time cross-functional performance monitoring. The outcomes of this study include the development of a performance measurement framework based on the Balanced Scorecard, the determination of KPI weights for each performance indicator, and the design of a company performance monitoring system that can be utilized as a basis for strategic decision-making. The proposed system enables management to monitor organizational performance comprehensively, improve operational effectiveness, and support data-driven managerial decision-making.
