Abstract
Perusahaan Kilang Minyak di Jawa Tengah merupakan kontraktor yang bermitra dengan pemerintah Indonesia dalam pengelolaan minyak dan gas, dengan kegiatan utama eksplorasi dan produksi minyak mentah untuk memenuhi kebutuhan energi nasional. Sistem kelistrikan perusahaan ini didukung oleh 6 Gas Turbine Generator (GTG) dan 2 Essential Diesel Generator (EDG) guna menjaga kontinuitas operasi. Namun, berdasarkan kejadian di lapangan, kinerja sistem proteksi yang diterapkan masih belum dapat dikatakan andal. Gangguan yang terjadi pada bus generator menyebabkan IS limiter bekerja dan berujung pada kondisi blackout, yang mengindikasikan adanya mis-koordinasi sistem proteksi. Permasalahan tersebut menunjukkan bahwa koordinasi relai arus lebih gangguan fasa dan gangguan tanah belum bekerja secara selektif. Selain itu, karakteristik IS limiter yang bekerja sangat cepat pada bus utama berpotensi memperluas dampak gangguan. Oleh karena itu, pada tugas akhir ini dilakukan analisis kinerja koordinasi proteksi eksisting serta evaluasi pengaturan relai arus lebih untuk memperoleh urutan tripping yang selektif dan sesuai standar. Metode penelitian meliputi perhitungan arus hubung singkat, evaluasi setting relai eksisting, serta penentuan ulang parameter proteksi seperti pickup arus, time dial, instantaneous pickup, dan pemilihan kurva karakteristik relai mengacu pada standar IEEE 242. Hasil evaluasi menunjukkan bahwa setting proteksi yang diusulkan merupakan hasil resetting relai dengan kondisi IS limiter dinonaktifkan, sehingga sistem proteksi mengandalkan koordinasi antar relai untuk mengisolasi gangguan secara selektif dan terlokalisasi. Konfigurasi ini diharapkan dapat meningkatkan keandalan sistem proteksi serta mencegah terjadinya blackout.

An oil company in Central Java operates as a contractor in partnership with the Indonesian government in managing oil and gas resources, with its main activities focused on crude oil exploration and production to meet national energy demands. The company’s electrical system is supported by six Gas Turbine Generators (GTGs) and two Essential Diesel Generators (EDGs) to ensure operational continuity. However, based on field incidents, the existing protection system cannot yet be considered reliable. Disturbances occurring at the generator bus have caused the IS limiter to operate, leading to blackout conditions. This phenomenon indicates miscoordination within the protection system, particularly in the coordination of phase and ground overcurrent relays. In addition, the very fast operating characteristic of the IS limiter at the main bus has the potential to cause widespread disturbances throughout the system. Therefore, this final project evaluates the performance of the existing protection coordination and analyzes the overcurrent relay settings to obtain a selective and reliable tripping sequence in accordance with applicable standards. The methodology includes short-circuit current calculations, evaluation of existing relay settings, and re-determination of protection parameters such as current pickup, time dial, instantaneous pickup, and relay characteristic curves based on IEEE 242 standards. The results indicate that the proposed protection scheme is achieved through relay resetting with the IS limiter in a deactivated condition, allowing the protection system to rely on relay coordination to isolate faults selectively and locally. This configuration is expected to improve system reliability and prevent future blackout events.
